<br />Resolutions, which are incorporated herein by reference, through either the effective date of <br />Ordinance No. 2010-112 or any such zoning ordinance regulating such use of premise or <br />December 31, 2010, whichever date occurs first. The definitions and restrictions set forth in <br />Ordinance No. 2010-41 are incorporated herein by reference as if fully re-written. <br />SECTION 2: It is found and determined that all formal actions of this Council <br />concerning and relating to the adoption of this Ordinance were adopted in an open meeting of <br />this Council, and that all deliberations of this Council and of any of its committees that resulted <br />in such formal action, were in meetings open to the public, in compliance with all legal <br />requirements, including Section 121.22 of the Ohio Revised Code. <br />SECTION 3: This Resolution is declared to be an emergency measure immediately <br />necessary for the preservation of the public peace, health, safety and general welfare of the <br />citizens and visitors of the City of North Olmsted, Ohio, for the reason that it is immediately <br />necessary in order far this Council to have time to consider reasonable regulation of the use of <br />premises and additional regulations far those facilities identified by Ordinance 2010-41, and for <br />the further reason that Council must adequately consider comments made by the Planning and <br />Design Commission, and for the further reason that continuing the moratorium in effect through <br />the effective date of such zoning regulation, if adopted would maintain the status quo while <br />prevent unregulated proliferation of these facilities.
