1305.05 SUPPLEMENTAL STANDARDS. <br />The following standards are supplemental to and shall be construed to constitute a part of <br />the One and Two Family Dwelling Code adopted under Section 1305.01: <br />(a) Posting Notice of Application Immediately upon application for a building <br />permit signed by the owner or his authorized agent, which application shall be <br />filed with the Building Commissioner on forms furnished by him, the Building <br />Commissioner shall cause to have erected upon the property for which a permit is <br />applied for a sign which shall have a notice thereon as follows: "A building <br />permit applied for, plans and plat showing the elevation and grading to be as <br />established on file in the office of the Building Commissioner, City Hall." Such <br />sign shall remain on the premises for which a permit has been applied for, for a <br />period often days after the date of the application for the permit. In all instances <br />in which the proposed construction increases the area or cubic content of a <br />building, or involves a building covered by a roof, or such application is for <br />original construction of a roofed structure designed for use as a shelter for <br />persons, animals, chattels or property of any kind, or a combination of such uses, <br />or if such construction effects drainage unto or over an adjoining property in any <br />way, the ten day waiting period referred to shall be mandatory. It shall be <br />mandatory that upon making an application for a permit required under the <br />Dwelling Code, other than for electrical work, plumbing work, heating <br />appliances and the installation of any other equipment in a structure governed by <br />such Code, that the plans and specifications shall be filed with the Building <br />Commissioner and remain available for inspection by any person at the office of <br />the Building Commissioner during the ten day waiting period together with a plat <br />of such property for which application for a building permit is requested. Such <br />plat shall show the proposed elevation and grade to be established. <br />Upon the filing of an application for a permit and during the ten day <br />waiting period referred to, the Building Commissioner or his authorized inspector <br />shall make an inspection of the property to be improved and determine the <br />elevation and grade requested to be established on the premises involved will not <br />be injurious to adjoining property. Any property owner or person who has reason <br />to believe that the proposed elevation and grade may be hazardous or injurious <br />by virtue of a proposed change in elevation or grade, or in the construction <br />contemplated by the application for a building permit, may file objections with <br />the Board of Building Code Appeals. The Board shall, upon receipt of such <br />protest, notify the applicant and the objector of the date for a hearing before the <br />Board on such objections which shall not be more than two weeks after the filing <br />of such written protest. <br />(b) Lots With 50 Feet or Less Frontage on an Existing Street (Amended) In the <br />event the application for a building permit as required under the provisions of the <br />Dwelling Code involves the proposed construction or alteration of any dwelling <br />or appurtenant structure on a lot having fifty feet or less frontage on an existing <br />street, such application shall, in addition to the provisions of subsection (a) <br />hereof be referred to the Engineering Department who shall determine prior to <br />the approval of the application for a permit for such premises, that the proposed <br />construction or alteration does not affect drainage of surface water or waste unto <br />or over adjoining property or into any public street as may be injurious to the <br />public safety, health or welfare and complies with the retention requirements of <br />the Engineering Department. <br />(c) Exposed Exterior Masonry Walls Exposed exterior walls of masonry <br />construction above grade shall be faced with brick, stone or other material <br />hereafter approved by the Board of Building Code Appeals. <br />(d) Chimneys, Flues and Vents. <br />(1) All chimneys, flues and gas vents, that are exterior of the structure and <br />2002 Replacement <br />
