or if such construction effects drainage unto or over an adjoining property in any <br />way, the ten day waiting period referred to shall be mandatory. It shall be <br />mandatory that upon making an application for a permit required under the <br />Dwelling Code, other than for electrical work, plumbing work, heating <br />appliances and the installation of any other equipment in a structure governed by <br />such Code, that the plans and specifications shall be filed with the Building <br />Commissioner and remain available for inspection by any person at the office of <br />the Building Commissioner during the ten day waiting period together with a plat <br />of such property for which application for a building permit is requested. Such <br />plat shall show the proposed elevation and grade to be established. <br />Upon the filing of an application for a permit and during the ten day <br />waiting period referred to, the Building Commissioner or his authorized inspector <br />shall make an inspection of the property to be improved and determine the <br />elevation and grade requested to be established on the premises involved will not <br />be injurious to adjoining property. Any property owner or person who has reason <br />to believe that the proposed elevation and grade may be hazardous or injurious <br />by virtue of a proposed change in elevation or grade, or in the construction <br />contemplated by the application for a building permit, may file objections with <br />the Board of Building Code Appeals. The Board shall, upon receipt of such <br />protest, notify the applicant and the objector of the date for a hearing before the <br />Board on such objections which shall not be more than two weeks after the filing <br />of such written protest. <br />(b) Lots With 50 Feet or Less Frontage on an Existing Street (Amended) In the <br />event the application for a building permit as required under the provisions of the <br />Dwelling Code involves the proposed construction or alteration of any dwelling <br />or appurtenant structure on a lot having fifty feet or less frontage on an existing <br />street, such application shall, in addition to the provisions of subsection (a) <br />hereof be referred to the Engineering Department who shall determine prior to <br />the approval of the application for a permit for such premises, that the proposed <br />construction or alteration does not affect drainage of surface water or waste unto <br />or over adjoining property or into any public street as may be injurious to the <br />public safety, health or welfare and complies with the retention requirements of <br />the Engineering Department. <br />Y~nvu 1'Y'Lt17~-E-7f~,1r,7.ZCa-G7iTGTiox y~Rii f clf <br />f <br />Exposed Exterior Concrete or Block Masonry Walls Exposed exterior walls <br />shall be treated in the following manner: <br />(1) New Homes <br />A. Block Foundations <br />Above grade walls stepped to accommodate a facing of either brick <br />or stone veneer <br />B. Concrete poured or pre-cast walls with a brick imprint to structure <br />showing above grade shall be acceptable <br />(2) New Additions or Exterior Alterations Above Grade <br />A. Foundation above grade shall match dwelling material. In the case <br />the existing structure has more than one type foundation wall, the <br />material shall match that on existing elevation. <br />(3) Detached Garages or Sheds <br />A.
