There is hereby adopted and incorporated by reference as if set out at length herein that certain code known as the National Electrical Code, 2002 edition, as published by the National Fire Protection Association with the exception of Article 80, for the purpose of safeguarding persons and property from hazards arising from the use of electricity, subject to the modifications provided in Section 1309.03 et seq.
