Ordinance No. 2006-71 <br />(m) Determine the location and limiting hours of truck loading zones <br />(n) Designate dangerous railroad crossings and erect stop signs thereat. <br />(o) Erect "No U Turn" signs at any location to prohibit a vehicle from being turned so as <br />to proceed in the opposite direction. <br />(p) Regulate or prohibit the stopping, standing and parking of vehicles on streets, alleys <br />or public property by erecting signs plainly indicating the prohibitions, restrictions or <br />limitations. <br />(q) Designate individual parking spaces by markings, which may either be parallel or at a <br />prescribed angle to the curb or edge of the roadway. <br />(r) Designate truck routes and streets or parts thereof where either a weight limit <br />restriction or truck exclusion has been imposed by rule or regulation provided such is <br />not in conflict with any legislation. <br />(s) Erect signs or prohibit a right or left turn against a steady red signal at any <br />intersection. <br />305.06 POSTING OF SIGNS AND SIGNALS REQUIRED. <br />No traffic control file amendment provided for in this Chapter shall be effective until <br />signs, signals, markings or other devices giving notice of such local traffic regulations are posted <br />upon or at the entrance to the street or part thereof affected, as may be most appropriate, so that <br />in a proper position they are sufficiently legible to be seen by an ordinarily observant person. <br />305.07 RECORDS OF DIRECTOR. <br />The Director of Public Safety shall keep a record of all traffic control file amendments, <br />rules, regulations and proceedings promulgated in connection with his delegated authority under <br />the provisions of this Chapter, and shall provide a written copy of such new traffic control <br />amendments, rules, regulations and/or proceedings to the Council within twenty-four hours <br />following their promulgation. <br />305.09 RESERVATION OF POWER TO COUNCIL. <br />Notwithstanding any provisions in this Chapter, Council may override any decision of the <br />Director of Public Safety and may assume any of the powers delegated to the Director, by <br />legislation adopted by a vote of a majority of the members duly elected thereto. Upon the <br />adoption of any such legislation, the same may be changed only by amending or repealing <br />legislation adopted by Council. <br />SECTION 2: The provisions of this Ordinance are severable. If a codified or uncodified <br />section of law contained in this Ordinance, or a provision or application of such a section is held <br />invalid, the invalidity does not affect any other codified or uncodified section of law contained in <br />this Ordinance, or any related codified or uncodified section, or any provision or application. of <br />any such section, that can be given effect without the invalid section or provision or application. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that it is necessary that this legislation go into effect immediately to provide for <br />traffic and safety issues that have arisen during the Clague Road Construction project, and <br />further provided it receives the affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the Mayor. <br />3 <br />
