CONSIDERATION OF PROPOSALS <br />A. Any proposals submitted to the Owner are to be prepared at the Proposer's <br />expense. <br />B. Any assumptions made by the Proposer in preparing the proposal must be <br />listed separately and attached to the proposal in writing. <br />C. The Owner does not obligate itself to accept any proposal. <br />D. The Owner reserves the right to reject any and all proposals and will have no <br />liability whatsoever to any Proposer whose proposal is not accepted. <br />E. Acceptance of a proposal will not constitute an agreement between the <br />Proposer and the Owner. Any proposal will not be binding on the Owner <br />unless and until an Agreement covering all conditions and provisions of the <br />Engineering Services has been reduced to writing, executed by both the <br />successful Proposer and the Owner and attachment of the appropriate <br />certificates. <br />F. Along with the other criteria contained in the Codified Ordinances of the City <br />of North Olmsted, Ohio as set forth in APPENDIX E of this RFP, the <br />following criteria will be used to select the successful Proposer: <br />1. Understanding of the Project based on narratives contained in the RFP. <br />2. Experience of the Proposer to perform Engineering services with similar <br />projects having comparable facilities based upon the size and nature of the <br />similar project. <br />3. Experience of personnel who are to be assigned to the Project by the <br />Proposer as evidenced in resumes attached to its proposal and, if <br />completed by the City, post-proposal interviews. <br />4. Experience with other projects of the City of North Olmsted. <br />5. The Proposer's demonstration of its ability to perform the requested <br />services based on narratives contained in the RFP, particularly: <br />a. A willingness to utilize the Plau OfStudy Phase I Report to Ohio <br />EPA especially the Executive Summary including <br />recommendations as a starting point(s) to determine solutions <br />for the storm water and wastewater issues; <br />b. Stay on track and on time specifically as outlined in the Work <br />Plan included as part of the Plau Of Study Phase I Report; and <br />
