,-. <br />Ordinance No. 2006-16 <br />.. <br />(e) Control storm water runoff resulting from soil disturbing activities. <br />(f) Preserve, to the maximum extent practicable (MEP), the natural drainage <br />characteristics of the building site. <br />(g) Preserve, to the maximum extent practicable (MEP), natural infiltration and <br />groundwater recharge, and maintain subsurface flow that replenishes water resources, wetlands, <br />and wells. <br />(h) Assure that storm water quality controls are incorporated into site planning and <br />design at the earliest possible stage. <br />(i) Reduce the need for costly treatment and mitigation for the damage to and loss of <br />water resources that are the result of inadequate storm water quality control. <br />(j) Reduce the long-term expense of remedial projects needed to address problems <br />caused by inadequate storm water quality control. <br />(k) Require the incorporation of water quality protection that encourages and <br />promotes habitat preservation into the construction of storm water management practices. <br />(1) Ensure that all storm water quality practices are properly designed, constructed, <br />and maintained. <br />928.02 DEFINITIONS. As used in this Chapter, the following words and phrases have <br />the following meaning: <br />(a) BEST MANAGEMENT PRACTICE (BMP): Any practice or combination of <br />practices that is determined to be the most effective, practicable (including technological, <br />economic, and institutional considerations) means of preventing or reducing the amount of <br />pollution generated by nonpoint sources of pollution to a level compatible with water quality <br />goals. BMPs may include structural practices, conservation practices and operation and <br />maintenance procedures. <br />(b) BIORETENTION: (also referred to as a "biofilter") A storm water system that <br />manages and treats storm water runoff using conditioned soils and planting materials to filter <br />runoff stored within a shallow depression. <br />(c) CERTIFIED PROFESSIONAL IN EROSION AND SEDIMENT CONTROL <br />(CPESC): A person that has subscribed to the Code of Ethics and have met the requirements <br />established by the CPESC Council of Certified Professional In Erosion and Sediment Control, <br />Inc. to be a Certified Professional in Erosion and Sediment Control. <br />(d) CHANNEL: A natural stream that conveys water, or a ditch or channel excavated <br />for the natural flow of water. <br />4 <br />
