~. <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0.2006 - 9 <br />By: Mayor O'Grady and All Members of Council <br /> <br />A RESOLUTION IN SUPPORT OF HOUSE BILL NO. 293 TO AUTHORIZE <br />BOARDS OF COUNTY COMMISSIONERS TO ESTABLISH PROPERTY <br />TAX PAYMENT LINKED DEPOSIT PROGRAMS TO ASSIST SENIOR <br />CITIZENS AND PERMANENTLY AND TOTALLY DISABLED CITIZENS <br />IN PAYING PROPERTY TAXES ON THEIR HOMESTEADS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, according to the 2000 census data 18% of Cuyahoga County households are <br />headed by persons 65 years of age or older. As many as 1,000 low income senior households are <br />facing foreclosure for delinquent taxes in the coming year alone; and <br />WHEREAS, House Bill 293 would give a measure of property tax relief to qualifying <br />seniors and disabled persons in the form of low interest loans. This bill will allow counties to <br />establish customized linked deposit programs for seniors who meet certain age, income, equity, <br />and residency requirements to defer all or part of their property taxes on their primary residence; <br />and <br />WHEREAS, House Bill 293 does not impact the state budget and school districts will not <br />see reduction in property tax values; and <br />WHEREAS, House Bill 293 will allow senior citizens to remain in their homes and <br />enhance their quality of life; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council hereby supports House Bill No. 293 to authorize Boards <br />of County Commissioners to establish property tax payment linked deposit programs to assist <br />senior citizens and permanently and totally disabled citizens in paying property taxes on their <br />homesteads. <br />SECTION 2: That the Clerk of Council be, and she hereby is, directed to forward a <br />certified copy of this Resolution to State Senators Daniel Brady and Robert Spada; State <br />Representatives Timothy DeGeeter, Dale Miller and Sally Conway Kilbane; and Cuyahoga <br />County Treasurer Jim Rokakis. <br />SECTION 3: That it is found and determined that all formal actions of this Council <br />concerning and relating to the adoption of this Resolution were adopted in an open meeting of <br />this Council, and that all deliberations of this Council and any of its committees that resulted in <br />such formal action were in meetings open to the public in compliance with all legal requirements. <br />
