,~ <br />Ordinance No. 2006-1 <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, OHIO, TWO-THIRDS OF ALL <br />MEMBERS CONCURRING THAT: <br />SECTION 1. Pursuant to Article XVIII, Sections 9 of the Ohio Constitution, and Article <br />XII of the Charter of the City of North Olmsted, this Council authorizes and directs that the <br />following proposal to amend the Charter of the City of North Olmsted be submitted to the <br />electors of the City of North Olmsted at a special election to be held at the usual places of voting <br />in the City on Tuesday, May 2, 2006: <br />That Article IV, Section 9 of the Charter of the City of North Olmsted be amended so as <br />to eliminate the requirement that Council vote only by roll call, thereby enabling Council to <br />provide by rule for other authorized methods of voting upon the issues that come before it: <br />ARTICLE IV THE COUNCIL <br />SEC. 9. RULES AND JOURNAL OF COUNCIL. <br />Council shall adopt its own rules, regulations or by-laws and shall keep a Journal of all <br />its proceedings. The Journal shall be open for public inspection at all reasonable times. The <br />final vote upon any ordinance or resolution shall be by roll call and the vote of each Councilman <br />shall be entered upon the Journal. <br />Among the rules it adopts, Council shall provide for the appointment of its members to <br />the various standing committees. In so providing, Council shall guarantee that each member <br />of a minority party shall be appointed to at least one standing committee, selected by his party. <br />Such selections shall be made by agreement of the members of each minority party, but in no <br />event shall Council be required to appoint more than one minority party member to any one <br />standing committee. In the event members of a minority party fail to agree among themselves, <br />or two or more minority parties desire to place a member on the same standing committee of <br />Council, then Council shall appoint to that committee the minority party member with greatest <br />seniority on Council. For purposes of this section of the Charter, "minority party" shall mean <br />any political party having at least one member on Council, but less than a majority of the <br />Council membership, or any independent member of Council. (Amended 11-5-85.) <br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then the said amendment to Article VIII, Section 6 of the Charter shall <br />be effective upon the date of the certification of election results by the Cuyahoga County Board <br />of Elections. <br />2 <br />
