A normal work day shall commence at 8:00 A.M. on one day and end at 8:00 A.M. the next day. SECTION 4: That excluding secretarial and clerical employees, all full time employees of the Engineering Depart- ment having completed five (5) full years of full-time con- tinuous service., as employees of said department, shall be paid an additional 3~ of their base annual salary, thereafter until completion of ten (10) years of full time continuous service, after which such employees shall receive 4~ of their base annual salary, thereafter until completion of their fifteenth (15) year of continuous full time service, after which said employe~sshall receive 50 of their base annual salary until completion of their twentieth (20) year of continuous full time service, and thereafter each year of full time service there- after they shall receive 6~ of their base annual salary as longevity increments. SECTION 5: That all full time employees of the Engineer- ing Department with the exception of secretaries and clerks, shall receive the following holidays off, unless requested to work by the Mayor in emergencies: New Year's Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; Christmas Day; President's Day, the employee's birthday; and a floating holiday. SECTION 6: That all full time employees of the Engineer- ing Department shall be entitled to an annual vacation in accor- dance with the following schedule: 1 to 5 years inclusive of full-time service - two weeks 6 to 11 years inclusive of full time service - three weeks 12 to 19 years inclusive of full time service - four weeks 20 years and over of full time service - five weeks. SECTION 7: That the Clerk of Council is hereby directed to forward a copy of this Ordinance to the Director of Finance in order that the Director of Finance can pay the compensation as hereinabove set forth. SECTION 8: That all other ordinances or resolutions, or parts o ordinances or parts of resolutions, inconsistent herewith to the provisions of this ordinance, and especially Ordinance 76-109 enacted September 7, 1976, are hereby repealed with the effective date of this ordinance. SECTION 9: That this ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to review all pay scales and to bring them into line due to inflation and cost of living increases, and further provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
