<br />. .i ~ <br />~~ <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 77 -~Z. <br />B Y : L~~ ~~res.~.--. <br />r:~,. <br />AN ORDINANCE ESTABLISHING AN AFFIRMATIVE <br />ACTION PROGRAM AS IT RELATES TO EQUAL <br />EMPLOYMENT OPPORTUNITY POLICIES OF THE CITY <br />OF NORTH OLMSTED AND DECLARING AN EMERGENCY. <br />~, r <br />WHEREAS, the City of North Olmsted has long observed an unwritten <br />principle of hiring and promoting City employees without regard to race, <br />color, religion, sex, national origin, age or handicap (except where age <br />or handicap would be an obvious and bona fide obstacle to expected and <br />required~~job performance); and <br />WHEREAS, it is now required, as a matter of moral right and <br />Legal necessity, to formally promulgate and delineate the aforesaid <br />long standing policy; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Council of the City of North Olmsted formally <br />declares that the City must hire and promote its employees without <br />regard to race, color, religion, sex, national origin, age or handicap, <br />(except where age or handicap would be an obvious and bona fide obstacle <br />to expected and required job performance), and furthermore must continue <br />to recruit, hire and develop the best qualified persons available for <br />the jobs involved; basing its judgment on job related qualifications. <br />SECTION 2: That artificial barriers of personal attitudes and <br />customs cannot be permitted to have effect in matters of employment <br />practices. <br />SECTION 3: That the City pledges itself to insure that all <br />activities relative to recruitment, hiring and promoting are undertaken <br />to effect the principle of equal opportunity and that only valid <br />requirements are imposed when promotional opportunities exist. Further, <br />all matters related to compensation benefits, transfers, layoffs, <br />recall from layoff and training will be free from any and all discrimin- <br />atory practices. In addition, all facilities of the City of North <br />Olmsted will be available to all employees on a nondiscriminatory <br />basis. <br />SECTION 4: That the Director of Public Safety, the Director of <br />Public ervice and Human Resources Director will have the joint <br />responsibility for the implementation of the City's Affirmative Action <br />Plan. The Directors will conduct periodic reviews to determine whether <br />or not Affirmative Action goals are being achieved. Reports of these <br />reviews will be the basis for appropriate action to correct deficiencies. <br />SECTION 5: That when outside sources of recruitment .are utilized <br />they be in orme that the City of North Olmsted is an Equal Opportunity <br />Employer and that legal advertisements for bids include the wording, <br />"AN EQUAL OPPORTUNITY EMPLOYER" and that Equal Opportunity clauses be <br />
