<br />A RESOLUTION OF OBJECTION TO THE
<br />FEDERAL COMMUNICATIONS COMMISSION
<br />CONCERNING THE TYPES OF PROGRAMMING
<br />BEING TELEVISED
<br />WHEREAS, the public has the responsibility of expressing
<br />its opinion concerning programming, since the airwaves belong,
<br />by law, to the people; and
<br />WHEREAS, broadcasters are licensed by the government
<br />(Federal Communications Commission) to serve their communities
<br />in the public interest, convenience and necessity; and
<br />WHEREAS, violence and crime are being portrayed, and
<br />glamorized in many instances, to such an extent that the average
<br />American child, by the age o_f fourteen, has witnessed approximately
<br />eleven thousand murders, as a result of the television programming
<br />he has been exposed to in recent years; and
<br />WHEREAS, typical examples of programs being televised
<br />which, in the opinions of many citizens, are degrading and not
<br />desirable for absorption by youthful minds, are intimate conversations
<br />with prostitutes, in-depth reporting of child pornography, swinging
<br />and unwed teenage pregnancies, and such stories as "Mary Hartman,
<br />Mary Hartman"--- to say nothing o_f_ the fact that such programs are
<br />being aired during prime time hours; and
<br />WHEREAS, we strongly support the Viet Nam War Hero, Rear
<br />Admiral Jeremiah A. Denton, Jr., in his statement that he is greatly
<br />alarmed by what he views as the moral enslavement of America ---
<br />"I could not believe that American tastes had sunk so low, or that
<br />we had abandoned our bedrock principles of self-discipline and
<br />acceptable public behavior by tolerating such things"; and
<br />WHEREAS, former F.C.C. Commissioner Nicholas Johnson's
<br />reflection that his mail substantiates a recent Gallup Poll, in
<br />that two out of three viewers object to the present levels of
<br />violent programming, would certainly indicate that the majority
<br />of television viewers are strongly in favor of a revision of the
<br />types of TV programming.
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF~THE
<br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO:
<br />SECTION l: That this entire Council hereby respectfully
<br />rec{uest tie e~Tceral~ Communications Commission to assist us in our
<br />efforts to obtain more desirable programming and the elimination
<br />of the types outlined above.
<br />SECTION 2: That the Clerk of Council is hereby directed
<br />to forward copies of this Resolution to Mr. Richard E. Wiley,
<br />Chairman of the Federal Communications Commission, National Association
<br />of Broadcasters, Public Broadcasting Service, National Association
<br />for Better Broadcasting, Cleveland Television Stations WKYC, WEWS,
<br />WJW, WVIZ and WUAB, National Networks NBC, ABC and CBS, United States
<br />Senators John Glenn and Howard M. D4etzenbaum, United States
<br />Congressman Ronald Mottl and all North Olmsted City Schools, both
<br />public and parochial and P.T.A. organizations.
