That the City Finance Director is hereby authorized to draw his warrants on the City Treasury for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefor, approved by the Board of Officers authorized by law to approve same, or an Ordinance or Resolution of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Provided, further that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council for items of expense constituting a legal obligation against the City and for purposes other than those covered by the other specific appropriations herein made. Section 18. The temporary appropriations made in Ordinance hJos. 77-1, 77-4, and 77-33, adopted on January 4, 1977, January 18, 1977 and March 15, 1977, respectively, shall be chargeable to the appropriations made in herein. Section 19. That this ordinance shall take effect and be in force at the earliest date permitted by Article IV, Section 12, of the Charter of the City of North Olmsted.
