CI'I'Y OF NORT'R"ULSr7I'ED <br />ORDINANCE N0. 79-109 <br />PAGE 10. <br />°?. <br />(iii) they shall be constructed and placed on the building site <br />so as to offer the minimtun resistance to the flow of <br />flood waters; <br />(iv) they shall be firmly anchored to prevent flotation; and, <br />(v) service facilities such as electrical and heating <br />equipment shall be elevated or floodproofed. <br />G. MOBILE HOPES <br />(1) Mobile homes shall be anchored in accordance with Section 5 B(1),(2). <br />(2) For new mobile home parks and mobile home subdivisions; for ex- <br />pansions to existing mobile home parks and mobile home subdivisions; <br />for existing mobile home parks and mobile home subdivisions where <br />the repair, reconstruction or improvementof the streets, utilities <br />and pads before the repair, reconstruction or improvement has <br />cormnenced; and for mobile homes not placed in a mobile home park or <br />mobile home subdivision, require that: <br />(a) stands or lots are elevated on compacted fill or on <br />pilings so that the lowest floor of the mobile home <br />will be at or above the base flood level; <br />(b) adequate surface drainage and access for a hauler <br />are provided; and, <br />(c) in the instance of elevation on pilings, that: <br />(i) lots are large enough to permit steps, <br />(ii) piling foundations are placed in stable soil <br />no more than ten feet apart, and <br />(iii) reinforcement is provided for pilings more <br />than six feet above the ground level. <br />(3) No mobile home shall be placed in a floodway, except in an existing <br />mobile home park or existing mobile home subdivision. <br />H. FLOODWAYS <br />Located within areas of special flood hazard established in Section 3 B <br />are areas designated as floodways. Since the floodway is an extremely hazardous <br />area due to the velocity of flood waters which carry debris, potential projectiles, <br />and erosion potential, the following provisions apply: <br />(1) Prohibit encroachments, including fill, new construction, substantial <br />improvements, and other development unless a technical evaluation <br />demonstrates that encroachments shall not result in any increase in <br />flood levels during the occurrence of the base flood discharge. <br />(2) If Section 5 H(1) is satisfied, all new construction and sub- <br />stantial improvements sha.ll comply with all applicable flood <br />hazard reduction provisions of Section 5 PROVISIONS FOR FLOOD <br />HAZARD REDUCTION. <br />(3) Prohibit the placement of any mobile homes, except in an existing <br />mobile home park or existing mobile home subdivision. <br />SECTION 6: That Ordinance No. 77-115 is hereby repealed and any other Ordinance <br />or Resolution or parts of Ordinances or Resolutions in conflict herewith, be and the <br />same are hereby repealed. <br />SECTION 7: That this Ordinance is hereby declared to be an emergency <br />measure irrnne iately necessary for the preservation of the public health, safety and <br />welfare and for the further reason that it is iimriediately necessary to meet enrollment <br />deadlines specified by the Federal Emergency Management Agency, and further provided <br />it receives the affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the hTa.yor.
