Swietyniowski, <br />Mayor <br />Dear Mrs. Campbell: <br />Phone: 777-8000 <br />DATE: April 26, 1979 <br />SUSJECT: Veto of Ordinance No. <br />79-39 <br />I am returning to you Ordinance No. 79-39, which I am vetoing. <br />When the original ordinance banning pinball games in North Olmsted <br />was passed in 1957, North Olmsted was a small community with a <br />small business sector. Even then, the machines were a source of <br />gambling activity. <br />As the community grew, pinball machines again became a problem <br />when the North Olmsted Police Department received complaints of <br />juveniles congregating, drugs being bought and sold, and resi- <br />dents being harrassed by a group in a local shopping center. Many <br />of the problems were drug-related, and when the ordinance was <br />enforced and the machines were removed, This eliminated the problem. <br />Game rooms where gambling machines are installed have been closed <br />in other communities because of similar problems. Those cities <br />which do have them are known to receiue numerous complaints from <br />residents because of undesirable juvenile activity where the ma- <br />chines are located. <br />North Olmsted police have expressed the concern that additional <br />man hours would be required to police and supervise the use of the <br />machines.
