CITY OF NORTH OLMST~',~ ~ ORDINANCE N0. 76 ~ l/~ Page 3. 1217.09 Architectural Review Board Report Three copies of the report of the Architectural Review Board shall be prepared. One shall be filed with the Planning Commission for its use, one shall be filed with the Clerk of Council and shall be open to public inspection and one copy shall be retained by the Review Board. The Architectural Review Board shall complete its report and recommendation within thirty (30) days after referral of an application by the Plann- ing Commission. 1217.10 Failure to Act If the Architectural Review Board fails to act within thirty (30) days after it has received the application for a building permit from the Planning Commission, the Commission shall consider the application as recommended for approval by the Board. 1217.11 Architectural Review Board Standards and Criteria The following standards and criteria are established to guide the Board in its review of development proposals: (A) Materials - shall be appropriate for the use of build- ing,~`or^weathering, and for relationship to other materials including those used on adjacent buildings. (B) Colors and Textures - shall be appropriate for the size an sca e o t e uilding, for weathering, and for re- lationship to the site and adjacent buildings. (C) Architectural Details and Ornaments - shall be meaning- ul to t e overa esign an appropriate for the size and scale o_f_ the building and for weathering. (D) Mechanical Ec{uipment - shall be considered as it affects roo top appearance, sidewall openings, sound levels, smoke and other nuisance aspects. Also mechanical equipment shall be considered as it relates to over- head wires, gas and electric meter stations, and any other visible appurtenances. (E) A roaches, Dr'ive's' and Parkin Areas - shall be con- si ere as t ey a ect t e appearance from the street and from the site as well. The relationship of paving to the building shall be appropriate considering fac- tors such as safety, drainage and landscaping. (F) Landsca in - shall be appropriate for the size and use o~tTie area, and for its relationship to building, street, parking area, walks and adjacent buildings. (G) Li htin - shall be considered for the appropriateness o nig t-time illumination of the grounds, drives, walks, parking areas, the building, and its affect upon surrounding areas.
