CHRISTMAN <br />Mayor <br />T0: <br />RE <br />fat#~ ~~ ~IIx#~ fl~Xxtt~#~e~ <br />OHIO 44070 <br />OFFICE OF THE MAYOR <br />April 15, 1977 <br />CLERK OF COUNCIL <br />ORDINANCE 76-141 <br />Phone: 777-8000 <br />I am returning Ordinance 76-141 to you unsigned and vetoed for the <br />following reasons. <br />1) The traffic signals presently existing for the entire length <br />of Lorain Road were installed under a contract with Cuyahoga <br />County in cooperation with the state and federal government. <br />This contract states that additional lights may not be <br />installed without the approval of the County fora period <br />of five years. <br />I feel that the Gity of North Olmsted made these commitr+~ents <br />in good faith and should honor them. The lights were installed <br />only after thorough and competent study of traffic at each and <br />every intersection along Lorain Road. Signalization, too, was <br />executed only after a thorough study and is warranted by pre- <br />determined criteria used to justify same. <br />2) Helter-skelter installation of traffic signals will seriously <br />affect the smooth flow of traffic along Lorain Road. <br />3) The few times during the day when there may be traffic congestion <br />at this intersection do not, in my mind, justify an expenditure <br />of from $5;000-$6,000 in materials to properly signalize the <br />intersection. <br />4) At Council's request, the intersection has been studied by <br />the Safety Director. His information shows that a signal is <br />not justified. <br />If Council feels compelled to install this light, I would recommend that it <br />only be done after a thorough investigation by some outside objective <br />consultant hired by Council. <br />Rap E.
