CITY OF NORTH OLMSTED <br />BY: <br />RESOLUTION N0. 76 - .T/e'~ <br />A RESOLUTION REQUESTING THE CLEVELAND REGIONAL <br />SEWER DISTRICT TO TAKE WHATEVER STEPS ARE NECESSARY <br />TO EXPAND ITS STATUTORY PURPOSE UNDER OHIO REVISED <br />CODE SECTION 6119.01 TO INCLUDE THE SUPPLY OF WATER <br />TO USERS WITHIN AND WITHOUT THE DISTRICT AND TO <br />UNDERTAKE NEGOTIATIONS TO ASSUME THE RESPONSIBILITY <br />OF OPERATING AND MANAGING THE REGIONAL WATER SYSTEM <br />OF THE CITY OF CLEVELAND, AND DECLARING AN EMERGENCY <br />WHEREAS, the City of Cleveland currently operates a water <br />supply system which has over a number of years been continuously <br />expanded to serve the entire Greater Cleveland area to the extent <br />that said system is a regional water system, and <br />WHEREAS, the City of North Olmsted along withcther municipal- <br />ities in the Greater Cleveland region, has heretofore contracted <br />with the City of Cleveland to have the City of Cleveland, Division <br />of Water and Heat of the Department of Public Utilities, provide <br />an adequate supply of water, and <br />WHEREAS, it has been demonstrated in the past that the <br />operation of municipally owned utilities which service large <br />metropolitan areas is best handled on a regional basis and a <br />greater efficiency can be obtained by the pooling of resources and <br />manpower throughout the area serviced, thereby accomplishing <br />improved maintenance, repair and expansion, and <br />WHEREAS, it is recognized that the City of Cleveland has <br />attempted to provide service but has been unable to do so because <br />of the vast area that the Water Department services, and <br />WHEREAS, water revenue receipts collected by the Cleveland <br />Water Department are being imprudently and unnecessarily applied so <br />that the most pressing problems of repair and expansion in all <br />parts of the system are not being solved, and <br />WHEREAS, unless proper action is promptly instituted, the <br />condition of the Cleveland Water System will continue to drastically <br />deteriorate not only as to the inadequacy of the water pressure <br />volume being delivered by Cleveland, but also as to the quality of <br />water to be furnished, and <br />WHEREAS, the Cleveland Regional Sewer District has demonstrated <br />an ability to operate, maintain and improve the regional sanitary <br />sewer system, and <br />WHEREAS, Chapter 6119 of the Ohio Revised Code allows for <br />regional sewer and water districts, and allows a sewer district by <br />petition to expand its statutory purpose to include the supply of <br />water to users within and without the district and to assume the <br />operation of a water supply and distribution system. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />_a,~ . „ <br />
