EDUCATIONAL INSTITUTIONS At such time as the facility is not otherwise scheduled, prior to 4 p. m., Monday through Friday, the rate fora Clay or parochial school and North Olmsted recreation program shall be $30 to $45 per hour for the hockey rink and $10 to $25 for the studio rink per hour. SECTION 5: The Recreation Center Manager shall publish the fee schedule so established and post same in a conspicuous place in the building lobby. All fees so collected shall be deposited into a special fund set up for the Recreation Center and shall be exclusively devoted to the purpose of the Recreation Center. SECTION 6: The Recreation Center Manager shall, from time to time, review fee schedules as set forth herein and recommend any changes which shall be deemed necessary along with the reasons therfor to the Parks and Recreation Commission of the City of North Olmsted. Upon approval of said changes the Parks and Recreation Commission shall recommend said changes to the Council of the City of North Olmsted for approval. The Recreation Center Manager shall, however, have the discretion .to adjust the fee schedule for special events and promotionajpurposes on a limited basis and shall inform the Parks and Recreation Commission of such adjustments. The Recreation Center Manager shall also establish spectator admission charges, set prices on merchandise, and other services offered for sale. The Recreation Center Manager may pay to the sponsoring organizations not more than fifty percent (50%) of the spectator admission charges derived from the event so sponsored. SECTION 7: That Ordinance No. 75-222 is hereby repealed. SECTION 8: That this ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason that it is immediately necessary to adjust various fee changes in light of present operating experience, and further provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
