~; <br />BY' <br />AN ORDINANCE REQUIRING SPECIAL REVIEW OF PROPOSED <br />STRUCTURES AND SUBDIVISIONS IN THE AREA DESIGNATED <br />AS FLOOD PRONE. <br />WHEREAS, a portion of the City of North Olmsted has been desig- <br />nated as flood prone by letter received from the Federal Insurance <br />Administration, dated April 14, 1974, and <br />WHEREAS, the City of North Olmsted has adopted and is enforcing <br />Dwelling House Code Ordinance 2645, and <br />WHEREAS, Title 3, Chapter 5 of Ordinance 2645 adopted by the <br />City of North Olmsted prohibits any person or firm from erecting, <br />constructing, enlarging, altering, moving or demolishing any building <br />or structure without first obtaining a separate building permit for <br />each building or structure from the Building Commissioner, and <br />WHEREAS, the Building Commissioner must examine all plans and <br />specifications for the proposed construction when application is <br />made to him for a building permit; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Building Commissioner of the City of North <br />Olmsted when reviewing applications for building permits, including <br />the plans and specifications for the proposed construction, shall <br />review all building permit applications for the area designated <br />as flood-prone to determine if the proposed construction is con- <br />sistent with the need to minimize flood damage. <br />SECTION 2: That the Building Commissioner in reviewing all <br />building permit applications for construction in the flood-prone <br />area within the City of North Olmsted shall require that any such <br />proposed construction shall meet certain criteria, as follows: <br />A. Be designed and anchored to prevent flotation, collapse <br />or lateral movement of the structure or portions of the <br />structure due to flooding. <br />B. Use construction materials and utility equipment that are <br />resistant to flood damage. <br />C. Use construction methods and practices that will minimize <br />flood damage. <br />D. Provide adequate drainage in order to reduce exposure to <br />flood hazards. <br />E.
