~. <br />a <br />CITY OF NORTH OLMS~ <br />ORDINANCE NO. 74 <br />Page 2 <br />163.03 Salary of the Director <br />The salary of the Director shall range between $8,000.00 and $15,000.00 <br />per year. The salary, however, shall be specifically set at the time <br />of appointment by the Mayor and confirmation of Council. <br />163.04 Powers and Duties of Department <br />The Department of Human Resources shall provide a central resource <br />wherein individuals with personal problems can obtain assistance or <br />information concerning the solving of their problems. <br />The Department shall: <br />a. Develop, cultivate and bring together the human resources in <br />the community in assisting persons with personal problems. <br />b. Encourage and work with public and private agencies in establishing <br />facilities and programs within the City that deal with needs such as <br />marriage and family counseling, problems of mentally or physically <br />handicapped persons and the needs of the elderly. <br />c. Direct or being together individuals willing to donate their <br />time or services in helping others with various personal problems. <br />163.05 Human Resources Advisory Board <br />a. Creation <br />There is hereby created an advisory board to be known as Human Resources <br />Advisory Board which shall consist of seven (7) members appointed by <br />the Mayor and confirmed by a majority of Council for a term of five (5) <br />years; excepting that of the members first appointed, one shall be for <br />a term of one year, one for a term of two years, one for a term of <br />three years, one for a term of four years, and three for a term of <br />five years. Any vacancy shall be filled in the same manner for the <br />unexpired term. <br />b. Powers and Duties <br />The Human Resources Advisory Board shall meet monthly for the purpose <br />of advising and assisting the Director of Human Resources in the <br />establishment of policies and procedure with respect to prospective <br />programs or activities deemed necessary to carry out the purpose of <br />the Department of Human Resources as outlined in this chapter,. The <br />Board shall also confer with the Mayor and. Council relative to the <br />establishment of programs designed to meet the human needs of the <br />residents of the City. of North Olmsted. The Board shall further <br />recommend to the Mayor and Council an annual budget. <br />c. Rules and Regulations <br />The Board shall adopt rules and regulations with respect to the <br />conducting of meetings which shall be consistent with the purpose and <br />intent of the powers and duties set out in this section. <br /> <br />
