~. a CITY OF NORTH OLMS~ ORDINANCE NO. 74 Page 2 163.03 Salary of the Director The salary of the Director shall range between $8,000.00 and $15,000.00 per year. The salary, however, shall be specifically set at the time of appointment by the Mayor and confirmation of Council. 163.04 Powers and Duties of Department The Department of Human Resources shall provide a central resource wherein individuals with personal problems can obtain assistance or information concerning the solving of their problems. The Department shall: a. Develop, cultivate and bring together the human resources in the community in assisting persons with personal problems. b. Encourage and work with public and private agencies in establishing facilities and programs within the City that deal with needs such as marriage and family counseling, problems of mentally or physically handicapped persons and the needs of the elderly. c. Direct or being together individuals willing to donate their time or services in helping others with various personal problems. 163.05 Human Resources Advisory Board a. Creation There is hereby created an advisory board to be known as Human Resources Advisory Board which shall consist of seven (7) members appointed by the Mayor and confirmed by a majority of Council for a term of five (5) years; excepting that of the members first appointed, one shall be for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years, and three for a term of five years. Any vacancy shall be filled in the same manner for the unexpired term. b. Powers and Duties The Human Resources Advisory Board shall meet monthly for the purpose of advising and assisting the Director of Human Resources in the establishment of policies and procedure with respect to prospective programs or activities deemed necessary to carry out the purpose of the Department of Human Resources as outlined in this chapter,. The Board shall also confer with the Mayor and. Council relative to the establishment of programs designed to meet the human needs of the residents of the City. of North Olmsted. The Board shall further recommend to the Mayor and Council an annual budget. c. Rules and Regulations The Board shall adopt rules and regulations with respect to the conducting of meetings which shall be consistent with the purpose and intent of the powers and duties set out in this section.
