,.. 1 <br />.y .:.,. <br />J~" R <br />e <br />BY: <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 75 - .~~ <br />AN ORDINANCE AUTHORIZING THE MAYOR <br />TO ENTER INTO A COOPERATION AGREEMENT <br />WITH THE CUYAHOGA COUNTY BOARD OF <br />COMMISSIONERS FOR THE UTILIZATION OF <br />FUNDS MADE AVAILABLE BY THE HOUSING AND <br />COMMUNITY DEVELOPMENT ACT OF 1974, AND <br />DECLARING AN EMERGENCY ., AS AMENDED . <br />WHEREAS, the Housing and Community Development Act of 1974 <br />provides an entitlement of funds for community development purposes <br />for urban counties, and <br />WHEREAS, Cuyahoga County may be designated as an Urban <br />County provided that it secures Cooperation Agreements with various <br />municipalities in Cuyahoga County, and <br />WHEREAS, the Mayor and the Council of the City of North <br />Olmsted encourage the use of "Urban County Entitlement Funds" for <br />needed public improvements in Cuyahoga County and its municipalities, <br />and <br />WHEREAS, the County has applied for and received a grant for <br />such Urban County Entitlement Funds pursuant to Title I of the <br />Housing and Community Development Act of 1974 for the period July 18, <br />1975 through July 17, 1976, and <br />WHEREAS, the County shall prepare an application for such <br />Urban County Entitlement Funds pursuant to the aforementioned Act <br />for the period July 18, 1976 through July 17, 1977, and <br />WHEREAS, no less than forty percent (40~) of the total <br />"Urban County Entitlement Funds" for Cuyahoga County will be <br />expended by the Cuyahoga County Board of Commissioners on behalf <br />of the participating municipalities to finance eligible community <br />development activities, programs, and projects in said participating <br />municipalities, and <br />WHEREAS, the distribution of the funds made available through <br />the above policy shall be allocated and expended on behalf of each <br />participating municipality as closely as possible according to the <br />population of each participating municipality for plans, programs, <br />and projects eligible under the provisions of the Housing and <br />Community Development Act of 1974, and <br />WHEREAS, the Mayor of the City of North Olmsted may appoint <br />one (1) member to a Policy Committee whose duty it shall be to assist <br />the Cuyahoga County Board of Commissioners in the review of all <br />applications, plans, programs, and projects for which "Urban County <br />Entitlement Funds" may be used; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Mayor is hereby authorized and directed <br />to enter into a Cooperation Agreement with the Cuyahoga County Board <br />of Commissioners for the period commencing January 1, 1976, through <br />July 17, 1978, authorizing said Board of County Commissioners to <br />execute applications, plans, programs, and projects eligible under <br />the Housing and Community Development Act of 1974 on behalf of the <br />City of North Olmsted, provided, however, that the City can rescind <br />said authorization on or after July 17, 1977. A copy of said <br />Cooperation Agreement is attached hereto, marked Exhibit "A", and <br />made a part hereof as though fully rewritten herein. <br /> <br />
