2 <br />expended by the Cuyahoga County Board of Commissioncrti,on be- <br />half oI' the participatinfi municipalities to finance eligible <br />I <br />community development activities, programs, and projects in 1 <br />said participating municipalities; and <br />WHEREAS, it is the intent of the County that the distribu- <br />tion of the funds made available through the above policy shall, <br />to the extent possible, be allocated and expended on behalf of <br />each participating municipality as closely as possible accor- <br />ding to the population of each participating municipality for <br />plans, programs and projects eligible under the provisions of <br />Title I of the Iousing and Community Development Act of 1974; <br />and <br />WI-JERLAS, the City of North Olmsted may appoint one (1) <br />member to a Policy Committee whose duty it shall be to assist <br />the Cuyahoga County Board of Commissioners in the review of all <br />applications, plans, programs, and projects for whic}i Urban <br />County Entitlement Funds may be used; <br />NOW, TI-}EREPORE, the City and County do l;creby promise and <br />agree: <br />That the County will on behalf of the City execute essen- <br />tial Community Development and I-Iousing Assistance applications, <br />plans, programs, and projects eligible under the 1-Iousing and <br />Community Development Act of 1.974 and the County and the City <br />will cooperate in undertaking or assisting in undertaking es- <br />sential Community Development and Housing assistance activities, <br />specifically the elimination and prevention of the recurrence <br />of blighted conditions as approved by the Supreme Court of <br />Ohio in Bruestlc v. Ric?~, 159 O.S. 13, pursuant to the Applica- <br />tion and publicly assisted housing pursuant to the Application. <br />That the period of time of this Agreement shall be from <br />January 1, 1976, through Ju].y 31, 1978, p.M~vided, however, the <br />City may rescind this 11~;rcemcnt effective on the fi.r~t day af- <br />ter the close of each l,royram year beginning ti~ith the second <br />program year ending July 7, 1J%'7. <br />. 1 <br />
