(It is not intended to require that a route be operated during any given period.) Headways for express service (if operated where local service also exists) will be determined by patronage and loading standards, however, not so as to make local service too infrequent. Evening service in those areas where famil}* incomes are below the median will. be at 30 minutes minimum frequency. ~'~-1 service will be operated on a skeleton route structure so as to place all areas :~eting the criteria for a 0.6 mile route spacing within one mile of service. ~.;::rban commuter routes are those serving areas in the "less than 0.5 dwelling unit per acre" range. Base and evening caeekday service will include a minimum of one grip. Saturday and Sunday service will be operated based on patronage. C~~}lector distributor (CD) service will be determined by connecting service and patronage for evening, Saturday., Sunday and owl time periods. These are minimum guidelines subject to exception by reasonable scheduling, which cz:n only be attained with additional equipment, service facilities and manpower.
