(It is not intended to require <br />that a route be operated during any given period.) <br />Headways for express service (if operated where local service also exists) will be <br />determined by patronage and loading standards, however, not so as to make local <br />service too infrequent. <br />Evening service in those areas where famil}* incomes are below the median will. be <br />at 30 minutes minimum frequency. <br />~'~-1 service will be operated on a skeleton route structure so as to place all areas <br />:~eting the criteria for a 0.6 mile route spacing within one mile of service. <br />~.;::rban commuter routes are those serving areas in the "less than 0.5 dwelling unit <br />per acre" range. Base and evening caeekday service will include a minimum of one <br />grip.
