MINUTES OF THE SPECIAL MEETING OF THE COUNCIL THE CITY ~' N~iTH OLMSTED~ OHIO AUGUST X27, 1961 - 8;15 P.M. Present were Paul J. Gareau~ Mayor; Bruce MacDonald President of Council; Ralph Christman Henry Casters Dewey Lixapert~ A.L. Mangani, Lillian Nicholas George Porter. Also present were C. J. Oviatt~ Smlicitor and Louise Halls Clerk Absents Francis J. O~Neill. Resolution No. 61•-160 was introduced by Mr. Christman. A resolution requesting Fiscal Officer to furnish certificate of estimated life of Canterbury Road side- walk improvement and maximum matwhity of notes. It was moved by Mr. Ghristman~ seconded by Mr. Par~ter~ that the statutory rule be suspended and the resolution be read immediately the second and third times and put on its passages.: The affirmative vote on said motion was as follows Casters Christinan~ Limpert! Ordinance No. 61«161 was introduced by Mrs, Nicholas, An ordinance determining to proceed with the improvement of Canterbury Road from Lorain Road northerly to the northerly city limits by constructing therein a five (5) foot concrete public sidewalk on both sides thereof where not already installed and declaring an emergency. It was moved by Mrs. Nicholas seconded by Mr. Casters that the statutory rule be suspended and the ordinance be read immediately the second and third times arm put on its passage. The affirmative vote on said motion was as follows: Casters Christman Limpert~ Mangani~ Nicholas Porter. Thereupon the ar~dinance was read the secor~l and third times and put upon its passage and the affirmative vote thereon was as follows: Casters Christman Lampert: Mangani~ Nicholas Patter. Ordinance No. 61«162 was introduced by Mr. Mangani, An ordinance providing for the issuance of notes by the City of North Olmsted in anticipation of the issuance of bonds for the purpose of constructing a five (5) foot concrete public sidewalk on Canterbury Road from Lorain Road northerly to the northerly City Limits where not already installed and declaring the necessity of the issuance of bonds for such purpose. It was moved by Mr. Mangani! seconded by Mr. Porters that the statutory rule be suspended and the ordinance be read immediately the second and third times and put on its passage. The affirmative vote on said motion was as follows Casters Ghristman~ Limperts Mangani! l~cholas~ Porter. A resolution appointing a board to report estimated assessments to pay the costs and expenses of improving certain streets and lands in the City of North Olmsted by constructing therein sanitary sewers and repealing resolution No. 61«~,j~7 enacted August 3~ 196I~ and declaring an emergency. It was moved by Mr. Limpert~ seconded by Mr. Casters that the statutory rule be suspended and the resolution be read immediately the second and third times and put on its passage. The affirmative vote on said motion was as follows: Caster' Christman Limpert~ Mangani~ Nicholas Porter. Thereupon the resolution was read the second and third times and put upon its passage and the affirmative vote thereon was as follows: Casters Christman Limpert~ Mangani~ Nicholas Porter, Mr. Caster moved! seconded by Mr, Mangani~ that the storm sewer drainage problem in Ward 3 be discussed at this special meeting, Nfeas'~ Casters Christman Limper t~ Mangani~ Nicholas Porter. Mr. Caster moved seconded by Mr. Christman that the Solicitmr be directed to prepare legislation authorizing the removal of a 12~t drain file an property on Lorain Road east of Barton Road in accordance with the Engineeris survey on storm sewers in that area.
