MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />THE CITY ~' N~iTH OLMSTED~ OHIO <br />AUGUST X27, 1961 - 8;15 P.M. <br />Present were Paul J. Gareau~ Mayor; Bruce MacDonald President of Council; Ralph <br />Christman Henry Casters Dewey Lixapert~ A.L. Mangani, Lillian Nicholas George <br />Porter. <br />Also present were C. J. Oviatt~ Smlicitor and Louise Halls Clerk <br />Absents Francis J. O~Neill. <br />Resolution No. 61•-160 was introduced by Mr. Christman. A resolution requesting <br />Fiscal Officer to furnish certificate of estimated life of Canterbury Road side- <br />walk improvement and maximum matwhity of notes. It was moved by Mr. Ghristman~ <br />seconded by Mr. Par~ter~ that the statutory rule be suspended and the resolution <br />be read immediately the second and third times and put on its passages.: The <br />affirmative vote on said motion was as follows Casters Christinan~ Limpert! <br />Mangani~ Nicholas Porter. Thereupon the resolution was read the second and. <br />third tim s d put upon its passage and the affirmative vote thereon was as <br />follows:~~~illan,~ Lampert: Mangani! Nichola.s~ Porter. <br />Ordinance No. 61«161 was introduced by Mrs, Nicholas, An ordinance determining <br />to proceed with the improvement of Canterbury Road from Lorain Road northerly to <br />the northerly city limits by constructing therein a five (5) foot concrete public <br />sidewalk on both sides thereof where not already installed and declaring an <br />emergency. It was moved by Mrs. Nicholas seconded by Mr. Casters that the <br />statutory rule be suspended and the ordinance be read immediately the second and <br />third times arm put on its passage. The affirmative vote on said motion was as <br />follows: Casters Christman Limpert~ Mangani~ Nicholas Porter. Thereupon the <br />ar~dinance was read the secor~l and third times and put upon its passage and the <br />affirmative vote thereon was as follows: Casters Christman Lampert: Mangani~ <br />Nicholas Patter. <br />Ordinance No. 61«162 was introduced by Mr. Mangani, An ordinance providing for <br />the issuance of notes by the City of North Olmsted in anticipation of the issuance <br />of bonds for the purpose of constructing a five (5) foot concrete public sidewalk <br />on Canterbury Road from Lorain Road northerly to the northerly City Limits where <br />not already installed and declaring the necessity of the issuance of bonds for <br />such purpose. It was moved by Mr. Mangani! seconded by Mr. Porters that the <br />statutory rule be suspended and the ordinance be read immediately the second and <br />third times and put on its passage. The affirmative vote on said motion was as <br />follows Casters Ghristman~ Limperts Mangani! l~cholas~ Porter. Thereupon the <br />ordinance was read the second and third times and put upon its passage and the <br />affirmative vote thereon was ~.s follows Casters Christman Limpert~ Mangani~ <br />Nicholas Porter, <br />Resolution No, 61•.163 was introduced by Mr, Lampert. A resolution appointing a <br />board to report estimated assessments to pay the costs and expenses of improving <br />certain streets and lands in the City of North Olmsted by constructing therein <br />sanitary sewers and repealing resolution No. 61«~,j~7 enacted August 3~ 196I~ and <br />declaring an emergency. It was moved by Mr. Limpert~ seconded by Mr. Casters that <br />the statutory rule be suspended and the resolution be read immediately the second <br />and third times and put on its passage. The affirmative vote on said motion was <br />as follows: Caster' Christman Limpert~ Mangani~ Nicholas Porter. Thereupon the <br />resolution was read the second and third times and put upon its passage and the <br />affirmative vote thereon was as follows: Casters Christman Limpert~ Mangani~ <br />Nicholas Porter, <br />Mr. Caster moved! seconded by Mr, Mangani~ that the storm sewer drainage problem <br />in Ward 3 be discussed at this special meeting, Nfeas'~ Casters Christman Limper t~ <br />Mangani~ Nicholas Porter. <br />Mr. Caster moved seconded by Mr. Christman that the Solicitmr be directed to <br />prepare legislation authorizing the removal of a 12~t drain file an property on <br />Lorain Road east of Barton Road in accordance with the Engineeris survey on <br />storm sewers in that area.
