<br />Present were Paul J. G areau, Mayor; Henry Caster, Ralph Christman, A.L. Mangani,
<br />Dewey Limpert, Francis J,O~Iieill, Lillian Nicholas, George Porter.
<br />Also-present were L7.oyd E. Barnes, Service Director; C.J.Oviatt, Solicitor; James
<br />T. Wi],son, Safety Director; Alex Kanareff, Engineer; William Gerlach, Finance
<br />Director; and Louise Hall, Clerk.
<br />Absent: Bruce MacDonald, President of Council.
<br />In the absence of Bruce MacDonald, Francis J.O~heill took the chair as Presiden t
<br />of Council.
<br />The minutes of the regular meeting of February 21, 1961 were approved as corrected,
<br />The Mayor read the following letter addressed to Council signed by the Mayor dated
<br />March 3, 1961:.
<br />nAs Mayor of the City of North Olmsted, I disapprove Ordinance No. 61«31
<br />(an ordinance retaining Ward Boundaries after the Federal Census of 1960) and
<br />declaring an emergency, and hex+eby veto the same,
<br />The Council has not complied with the mandate set forth in the Charter to
<br />re~•district the City into four wards so as to have each ward as nearly equal in
<br />population as practicable. The Ordinance }ief~re me recites that the wards are as
<br />nearly equal in population as practicable; however, this is not substantiated by
<br />fact.
<br />Population of the existing wards as determined in the 1960 Census is as
<br />follows: Ward 1 *• 2,996; Ward II - 5,065; Ward III « 3,323; Ward 1V ~ l~,906,
<br />The population in the wards is unequal, as indicated by the Official
<br />Bureau of the Census report, as set forth above. In view of this, it is my
<br />opinion that the wards should, and can, be practicably equa7a.zed by shifting the
<br />borders of the individual wards. Each ward can be bounded by county lines
<br />streets, alleys, avenues, public grounds, canals, water courses, municipal corporate
<br />lines, or center lines of platted streets in said ward, as provided in ,Article IX,
<br />Section 7 of the Charter,

<br />Mr. Christman moved, seconded by Mr. Porter, that the Solicitor be directed to prepare
<br />legislation approving the ninety-day extension and the settlerrbent which is not
<br />to exceed X1500.00 with the G,L. Tarlton Co. negotiated by the Service Directors
<br />~Yeas'~ Christman, Limpert, Mangani, Nicholas, O~Neill, Porter.

<br />Ordinance No. 61,M39 was introduced by Mr. Christman. An ordinance creating the
<br />position of a rod and chain man in connection witri the installation of sanitary
<br />sewers and declaring an emergency. It was moved by Mr, (1M~a~~.an, seconded by
<br />Mr. Mangani: that the statutory rule be suspended and the ordinance be read
<br />immediately the second and third times and put on its passage, TY:e affirmative
<br />vote on said motion was as follows: Caster, CYiristman, Limpert, Mangani, Nicholas,
<br />O~A'eill, Porter. Thereupon the ordinance was read the second and third times
<br />and put upon its passage and the affirmative vote thereon was as follows: Caster,
<br />Christman, Limpert, Mangani, Nicholas, OtNeill, Porter.
<br />Resolution No, 61«~0 was introduced by Mr. Porter. A resolution authorizing the
<br />Director of Public Service to advertise for the purchase of one two•-yard street
<br />sweeper, and declaring an emergency, It was moved by Mr. Porter, seconded by Mrs,
<br />Nicholas, that the statutory rule be suspended and the resolution be read
<br />immediately the second and third times and put on its passage. The affirmative
<br />vote on said motion was as follows: Caster, Christman, Limpert, Mangani, Nicholas,
<br />O~Neill, Porter. Thereupon the re~olutian was read the second and third times
<br />and put upon its passage and the affirmative vote thereon was as follows: Caster,
<br />Christman, Limpert, Mangani, Nicholas, O~Neill, Porter.
