<br />Ordinance No, bl«~+l~8 was introduced by Mr. Caster. An ordinance to provide for the
<br />issuance of X1,700,00 principal amount of bonds fvr paying part of the cost of
<br />constructing a municipal sewage treatment plant and sanitary sewers, and declaring
<br />an emergency. It was moved by Mr. Caster, seconded by Mr. Mangani, that the
<br />statutory rule be suspended and the ordinance be read immediate ly the second acid
<br />third times and put on its passage. The affirmative vote on said motion was as
<br />follows: Caster, Christman, Limpert, Mangani, Nicholas, OthTeill, Porter. There-
<br />upon the ordinance was read the second and third-times and put upon its passage
<br />and the affirmative vote thereon was as follows: Caster, Christman, Limpert,
<br />Mangani, Nicholas, O~Neill, Porter.
<br />Resolution No. 61«»!:9 was introduced by Mrs. Nicholas. A resolution authorizing
<br />the Boaxd of Control to take the required time to analyze bids submitted for the
<br />furnishing of insurance to the City but not to exceed 30 days and conditioned
<br />upon the retention of present insurance coverage until awarding of bids and
<br />declaring an emergency. It was mooed by Mrs. Nicholas, seconded by Mr. Porter,
<br />that the statutory rule be suspended and the resolution be read immediately the
<br />second and third times and put on its passage. Thee affirmative vote on said
<br />motion was as follows: Caster, Christman, Limpert, Mangan:i., Nicholas, O~N~eill,
<br />Porter. Thereupon the resolution was read the second and third times and put
<br />upon its passage and the affirmative vote thereon was as follows: Caster,
<br />Christman, Limpert, Mangani, Nicholas, O~Neill, Porter.
<br />Mr. Christman moved, seconded by Mr. Porter, that the Solicitor be directed to
<br />prepare legislation authorizing the Service Director to advertise for 1500 tons

<br />Ms. Christman reported on the meeting with Parkview regarding Pa~iewts participation
<br />in our Sewer Program and stated that a definite decision has not been made as yet.
<br />Mr. Christman also stated that there wd.ll be a meeting with Olmsted Falls at a
<br />later date to discuss their possible participation in the Sewer Program.
<br />Mr. Manga,ni. reported that the Plats Committee held a meeting to work on the
<br />zoning ordinance changes and stated that they hope to have it completed sometime
<br />in May. He also stated that they are having another meeting March 9, 1961 and
<br />invited members of council to attend i.f they so desire.
<br />Mrs. Nicholas requested a meeting of the Municipal Properties and Finance Committees
<br />and the Service Director and Finance Director. This meeting is scheduled for
<br />March 13, 1961 at 7 P.M.
<br />Mr. Mangani moved, seconded by Mr. Limpert, that Ccauncil reconsider Ordinance
<br />61-31. Yeas "" Caster, Christman, Limpert, Mangani, Nicholas, OtNeill, Porter.
<br />After discussion of this ordinance from members of Cour~il, the Mayor and Citizens,
<br />Mr. Garter requested a recess of 5 minutes„

<br />Mr. Mang ani moved, seconded by Mr. Caster, that Ordinanc a No. 61+31 be passed

<br />Mr. Mangani advised that the plot plans for the Columbia Estates Development
<br />presented by the Engineer will be reviewed by the Plats Committee.
<br />The Service Directar~~s recommendation regarding the purchase of land sites for
<br />3 lift stations was turned over to the Sewer Committee.
<br />Mr. Caster adslsed that he had been eontaated by residents cor~eaing a drainage
<br />problem on Lorain Road. This matter was turne d over to the Streets, Sewers, Side«
<br />walks and Ditches Committee.
<br />Mr. Mangani moved, seconded by Mr. Limpert, that Mr. MacDonaldts absence be

<br />Mr. Scanlon presented the transcript of a meeting held at the City Hall sn
<br />January l.la., 1961 relative to a zoning matter concerning residents of West 231st.
<br />Street and requested that he be notified of Councilts decision in this matter
<br />in writing.
