MINUTES OF THE SPECIAL MEETTIJG OF THE COUNCIL

<br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council;
<br />henry Caster, Ralph Christman, Dewey Limpert, A.L. Mangani, Francis J. OtNeil.l,
<br />Lillian Nicholas, George Porter.
<br />Also present were Lloyd E. Barnes, Service Director, F.J. Caine, Acting Solicitor;
<br />and Louise Hall, Clerk.
<br />Resolution No, 317l~ was introduced by Mr. Caster. A resolution amending Section
<br />1 of Resonation 311G7 enacted November 1, 1960, entitled 'tesolution declaring the
<br />necessity of constructing sanitary sewers in Mastick Road and other streets
<br />herein designated, and declaring an emergency.' It was moved by Mr. Caster,
<br />seconded by Mr. Mangani, that the statutory rule be suspended and the resolution
<br />be read immediately the second and third times and pat on its passage. mhe
<br />affirmative vote or.. said motion was as follows: Caster, Christman, Limpert,
<br />Mangani, Nicholas, OtNeill, Porter. Thereupon the resolution was read the
<br />second and third times and. put upon its passage and the affirmative vote
<br />thereon w as as follows: Caster, Christman, Limpert, Mangani, Nicholas, O'PIei7.l,
<br />Porter.
<br />Mr.. MacDonald appointed Messrs. Caster, O~Neill, and Mangani to serve on the
<br />Industrial Development Committee and, requested they give regular reports on the
<br />industrial progress.
<br />The Clerk read the following communications:
<br />1. An invitation to the City Officials to attend their
<br />Membership meeting on '.?'hursday Dec. 1,19b0 from tre
<br />North Olmsted Jaycees.
<br />2. A letter from Miph~,T. Scanlon .~ Assoc., Attorneys, regarding
<br />the rezoning on the north side of Lorain ??d. just east of
<br />U~. 231st. St.
<br />I~Zr. Pryatel of the Y~'alter H. Drape Co. appeared before Council and advised
<br />further on the procedure of codifying the ordinances anal presented the contr~:,ct
<br />for the Mayor t s approval.
<br />Mr. Scanlon appeared before Council. in behalf of the residents of rd,231st.
<br />anti requested a meeting with Counci'., He was advised that the proper procedure
<br />is to meet with the Plats Committee again and if they feel it is necessar,,T they
<br />then will request a meeting ~ri.th the Committee of Co~~ncil as a whole.
<br />The Mayor suggested the possibility of rezoning land on the north side of Lorain
<br />Rd. from Barton to the county line for Industrial Use.
<br />Ms. Kadylak stated that the Planning Commission will study this and w:;..l l ?~a~ ~~
<br />a survey to present for the Council Meeting of Dec. 20, ~_~60.
