<br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; Henry
<br />Caster, Ralph Christman, Dewey Limpert, A.L. Mangani, Lillian Nicholas, George
<br />H, Porter.
<br />Also present were Lloyd E. Barnes, Service Director; C,J. Oviatt, Solicitor;
<br />William Gerlach, Auditor; and Louise Hall, Clerk.
<br />Absent: Francis J. O~A3ai11, James T. Wilson, Safety Director; Alex Kanareff,
<br />Engineer.
<br />This meeting was called for the purpose of a Public Hearing on the passage of
<br />legislation to levy revised special assessments to pay additional. costs preliminary
<br />to the construction of a municipal sewage system and directing refund of cast.
<br />over payments.
<br />Resolution No. 3030 was given its third and final reading. A resolution providing
<br />for the assumption by the City of North Olmsted o_f a portion of the preliminary
<br />costs of preparation of plans, etc., for the municipal sewerage system and
<br />directing a revision of the assessment list in connection therewith. Mr. Mangani
<br />moved, seconded by Mr. Porter, that this resolution be tabled permanently. The
<br />affirmative vote on this motion was as follows: Caster, Christman, Limpert,
<br />Mangani, Nicholas, Porter.
<br />Ordinance No. 3fl49 was given its third and final reading. An ordinance amending
<br />sections 2 and 3 of Ordinance No. 960, enacted May 6, 1952, entitled "An ordinance
<br />regulatin:; the burning of rubbish, leaves, refuse and the starting of grass fires
<br />in the city of North Olmsted. Tt was moved by Mrs. Nicholas, seconded by Mr.
<br />Max~ani the ordinance be adopted as read. "Yeas" Caster, Christman, Limpert,
<br />Manga.:.i, Nicholas, Porter.
<br />Ordinance No. 3fl6b was introduced by Mrs. Nicholas. An ordinance repealing
<br />Ordinance 3063, enacted July 5, 1960, entitled, "An ordinance to levy revised
<br />special assessments to pay additional. costs preliminary to the construction of
<br />a municipal sewerage system for the City of North Olmsted b;~ amending; Section 1
<br />of ordinance Pto, 3015, and directing refund of cash over payments~t and deelari.ng
<br />an emergency. It was moved by Mrs. Nicholas, seconded by Mr. Caster, that the
<br />statutory rule b~~ suspended and the ordinance be read immediately the second
<br />and third times and put on its passage. The a_ffi,rmative vote on said motion
<br />was as follows: Caster, Christman, Limpert, Mangani, Nicholas, Porter. Thereu~?on
<br />the ordinance was read the second and third times and put upon its pasage and
<br />the affirmative vote thereon was as follows: Caster, Christman, Limpert, Mangazi,
<br />N:~cholas, Porter.
<br />Ordinance No. 3067 was introduced by Mr. Mangani. An ordinance aunendin.g ordinance
<br />No. 2988 and declaring an emergency. It was moved by Mr. Mangani, seconded. btir
<br />Iyir. Limpert, that the statutory rule k~~ suspended and the ordinance be read
<br />:i.~nrnediate~y the sec and and third times and put on its passage. The affirmative
<br />vote on said motion was as follows: Caster, Chr~.stman, Limpert, Mangarzi, Nicholas,
<br />Porter. Thereupon the ordinance was read the second and this times and put upor
