MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />APRIL 19~ 1960 <br />Present were Paul J. Garsau~ Mayor; Henry Casters Ralph Chriatman~ A. L. <br />Mangani~ Lillian Nicholas, Francis d. O~Neill~ Georg: Ho Porter. <br />Also present were Ll+syd E. Barnes, 3ervics Direct¢>rs. dames T. Wilson Safety <br />Director; C. d. Oviatt~ Solicitor; Alex Kanareff, Engineer; Willies: Gerlach <br />Auditors and Louise Hall, Clerk. <br />Absents. Bruce MacDonald, President of Council; Dewey Limpert. <br />In the absence of Mr. MacDonald Mr. O~Nei11 took the chair. <br />The minutes of the regular meeting of the Council April 5! 1960 were approved <br />as written. <br />Ths Mayor reported on the decision of the Board of Tax Revision and stated <br />that North Olmsted had been granted ~165,OO0 of the Local Government Fund. <br />1~. Caster is now herea <br />The Service Director reported that the cells for the Police Station will not <br />be available until May 15th and that the completion date should be duns 1st. <br />The Beryls: Director also reported that work is moving smoothly at the Sewer <br />Plant. <br />The Service Director requested authority of Council to accept the best bid <br />for a culvert at LeBerne and Clague Rds. Bids were for 60p concrete pipe <br />alternate bid for 5x5 box culvert, The bids for the 60~ pipe raged from <br />X16,805 to X32,000 and the 5=5 boa culvert from X18:499.40 to ~33,Ot~. The <br />Service Director and the Engineer both recoa®and that the 5~5 boa culvert <br />be used. <br />The Service Director also requested authority to take bids on new equiFerent <br />as followsa ~ ton pick«•up truck to replace a 1950 Chevrolets ~~ tin dustp tuck <br />to replace 1949 GMC~ Tudor sedans small economy car, to replace a 1953 Ford. <br />The Service Director stated that there is some difficulty in obtaining right <br />of ways i.n the Sewer Program and requested a meeting with the Sewer C®mmittee <br />and Mr. Kenard. This atieeting was set up for Monday, April 25, 1960 at 8 P.M. <br />Ths 6~erk read a coasaunicati®n from W.L. Gerlach Auditor, regarding the <br />assessments sheets prepared by Floyd Browne & Associates covering sanitary <br />sewer planning and related costs and also pertaining to creati the <br />n8 Post of <br />Assistant Treasurer, hours, compensations thsrefore~ etc. to collect payment <br />of the assessments. <br />Mr. William Pate of West Park Estates presented a plan for a proposed subdivision <br />west of West Park Drive for Counail~s approval. This proposed plan was referred <br />to the Plats Committee for consideration. <br />Mr. 'O~~ieill reported for the Finance Committee, that they held a meeting <br />April 7th and recommend the following: To ix~creass Civil Service Commission <br />Secretary-ia Salary from X720.00 to ~g00.00 a y~sar; set salaries for Sscretari.al <br />help for the City Hall as fol].c:was Mayorrs Secretary X4208.40 per year; Auditors: <br />Secretary $4208.40 per year; Assistant Secretary ~,3920.C0 per year; and that <br />hiring of susmser r.~placsment during vactions should be discontinued. <br />Mr. Porter moved, seconded by Kr. Christman, that the Solicitor be directed <br />to prepare legislation for increasing the Civil Service Commission 3ecrstaryts <br />salary from $720.00 to ~900.U0 per year, aYsase Caster, Christssane Manganit <br />Nicholas, OtNeill~ Porter. <br />
