<br />MINUTES OF AN ADJOURNED MEETING OF THIS
<br />COUNCIL OF THE CITY OF NORTH OLMSTED, OHIO
<br />FEBRUARY 23, 1960 - 8:08 P.M.
<br />Present were Paul J. Gareau, Mayor;
<br />Henry Caster, Ralph Christman, Dewet,
<br />Francis J. OtNeill, George Porter.

<br />Mr. Oviatt stated that after conferring with the Chief Deputy Auditor, Mr. Mitchell
<br />the County Auditor will accept the original assessment sheets prepared two years
<br />ago for the assessments on the plans and specifications for the sewer program
<br />for certification by the March 31st deadline and the additional assessments
<br />must be prepared and certified to the Auditors Office no later than
<br />July 1, 1960. One collection time for the prepayment of assessments can be
<br />set up before that time.
<br />Mr. Oviatt stated that he took the liberty of employing the Independent Publishers
<br />Inc. to furnish two sets of Auditors Duplicates for the City of North Olmsted
<br />at a cost not to exceed ~50O.0O so that these Duplicates can be reac~t'iu ten
<br />days time in order to meet the time limit set up. Mr. O'viatt presented Resolution
<br />No. 2994 authorizing the above.
<br />Resolution No. 2984 was introduced by Mr. Christman. A resolution employing
<br />Independent Publishers, Inc. to furnish two sets of Auditors Duplicates for
<br />the City of North Olmsted at a cost not to exceed ~500.0O and declaring an
<br />emergency. It was moved by Mr. Christman, seconded by Mr. Casters that the
<br />statutory rule be suspended and the resolution be read immediately the second
<br />and third times and put on its passage. The affirmative vote on said motion was
<br />as follows: Caster, Christman, Limpert, Mangani, Nicholas, O~Neill, Porter.
<br />Thereupon, the resolution was read the second and third times and put upon its
<br />passage and the affirmative vote thereon was as follows: Caster, Christman,
<br />Lampert, Mangani, Nicholas, O~Neill, Porter.
<br />Mr. Oviatt stated that Mr. Gates of Squire, Sanders ~c Dempsey is of the
<br />opinion that there will be some difficulty in the financing and assessing of the
<br />Sewer Program as outlined now and Mr. Gates would be willing to-meet with
<br />the Council pertaining to this matter after he has made a thorough-study of
<br />the plans. The Council requested Mr. Ghristman to contact Mr. Kuhn of Floyd
<br />Browne, Mr. Oviatt to contact Mr. Gates, and Mayor Gareau to contact Mr.
<br />Bascter of Hayden Miller to set up a meeting with these men and a committee of
<br />Council as a whole for February 29, 1960 at 8:00 P.M. to discuss this matter.
<br />A communication was read from the Cleveland Metropolitan Park District regarding
<br />the permit to install a water line, gas line, storm sewer and an outfall
<br />sewer line across lands of the Park District to serve the sewage treatment
<br />plant of the City of North Olmsted. Mr. Barnes recoa~nended a resolution be
<br />passed authorizing him to enter into this permit with the Cleveland Metropolitan
<br />Park District.
<br />Resolution No. 2995 was introduced by Mr. Porter. A resolution accepting the
<br />permit from the Metropolitan Park Board for the installation of water lines,
<br />gas lines, storm sewer lice and outfall sewer line across_.lands of the Park
<br />District and accepting conditions therein contained, which lines serve the
<br />Sewerage Treatment Plant under construction, and declaring an emergency.
<br />It was moved by Mr. Porter, seconded by Mr. Lampert, that the statutory rule
<br />be suspended and the resolution be read i~nediately the second and third times
<br />and put on its passage. The affirmative vote on said motion was as follows:
<br />Caster, Christman, Lampert, Mangani, Nicholas, O~Nei71, Porter. Thereupon, the
<br />resolution was read the second and third times and put upon its passage and
<br />the affirmative vote thereon was as follows: Caster, Christman Lampert, Mangani,
<br />Nicholas, 0~3iei11, Porter
<br />Mr. Mangani stated that Mr. Kennard of Floyd Browne and Associates has requested
<br />that the Council set some limits on amount he is authorized to pay in obtaining
<br />easements for the trunk sewers.
<br />Mr. Christman waved, seconded by Mr. Mangani, that the Sewer Committee be
<br />authorized to set certain limits of payment for easements for the tru.rik sewers.
