r <br />t <br />JAdliARY 5, 1960 - ..PAGE 2 <br />Mr. iKacDonald stated to the Mayor that his list of appointments were only in the <br />hands of Council twenty-four hours and that the Council ~ s reco:rIInendations and <br />q~.ifications ti,7ere in the i'~ayor~s hands for seventy-two hours for consideration <br />therefore the Council feels it is not fair to approve or disapprove these appointments <br />tonight without proioer time for consideration. <br />A motion was made by Nir. I~a.ngani that the list of appointments a s presented by <br />the Mayor be sent to a Committee of Council for consideration and a report made <br />at the next regular meeting. This motion was amended by ivlr. Porter that the <br />r•Zayor submit qualifications for his appointees for consideration, The motian as <br />amended eras seconded by T~ir. Caster. ~~Yeas~~ Caster, Christman, Limpert, 1~7a.ngani, <br />Picholas, Otl+leill, Porter. <br />sir. Christman requested a legal opinion on th <br />a.nd Director of Law even though the appflintee <br />elected Auditor, i~Tr. Gerlach, are one in the <br />appointments of Director of Finance <br />for Director of Finance and th.e <br />same. <br />Nir. Oviatt stated that in his opinion he and 1JIr. Gerlach were duly elected and <br />would hold office until 1961 except /~ year term for Auditor. <br />It was moved by 1vlr. 14a.ngani and seconded by l~Ir. Christman that the Council not <br />take action on the two appointments in opposition to the Charter requirements <br />namely Director of Finance and Director of Law. 'teas-~ Caster, Christman, Limpert, <br />~iang,ani, Nicholas, O1 iveill, Porter. <br />Zayor Gareau called a meeting of Council uv7ednesday, January 6, 1960 at 8:00 P.P7. <br />pertaining to these afore mentioned appointments. <br />The Service Director reported that the contracts had been let for the addit~n to <br />the Police Station. <br />The Service Director reported that all forms pertaining to the Federal Grant <br />have been filled out and complied with and he is awaiting approval frog. the <br />Federal Authorities. <br />The Service Director made the following, report:~for 1959: <br />22 streets resurfaced intk~e street resurfacing program <br />3 miles of ditches cleaned with the Backhoe <br />728 complaints and requests taken care of <br />3 burials - Coe Cemetery <br />9 burials - Butternut Cemeter~~ <br />1 Post hole burial - Butternut Cemetery <br />1 body removed - Coe Cemetery <br />1, 2la.l~. loads of Garbage and Rubbish picl~ed up <br />813 loads of Burnable Rubbish picked up <br />2;0'$7 total loads for 1959 <br />1,767 total loads for 1958 <br />320 loads increase <br />Bus Line - 800,000 miles traveled during the year 1959 - <br />71~ nLi.les less than 1958. The income for the <br />year 1959 was X300.00 less than that of 1958. <br />The Engineer reported that some of the work has been completed on the improvement <br />of Sweetbriar Drive. <br />Improvements on Coe Ave. were completed over a year ago and he recomriended the <br />Bond be released on Coe Avenue. <br />Sidewalks on Le Berne Drive have been completed with some cracks which are to be <br />corrected, except for one area which the contractor understood was a street opening. <br />i~~Ir. Oviatt stated that this is not to be used as a roadway. The Engineer read <br />a communication from 1''~'Tr. K-inchen of Persky ~ Loeb, Attorneys at Law, pertaining; <br />to this matter. This matter was referred to the Committee on Streets, Sideways, <br />Sewers and Ditches for consideration. <br />problP.m <br />The Engineer also reported that tl"ie Package Sewer Plant should be divided into <br />two sections: 1. A temporary type of Package Plant in the areas to be immediately <br />sewefred. 2. The balance of the City, which may not receive sewers from 5 -15 years, <br />receive a permanent small sewer plant. He requested a meeting with the Sewer <br />Committee to discuss this matter. <br />The Engineer stated that in order to developethe land, the trunk sewer on irJalter <br />Road would have to be lowered in order to accomodate lateral sewers from the <br />specified area. He has had an opportunity to investigate and the maps of <br />1'i'l.loyd Brown ~. Associates show future :Laterals to be in a na'therly direction <br />
