<br />The Service Director requested consideration be given to raising salaries
<br />in the Service Department and the ordinance be_drawn up with sliding scale
<br />rates, rather than classification, as the qualifications for fobs vary with
<br />the capabilities of personnel,
<br />The President of Council announced Mr. Ralph E. Christman will also assume
<br />tree duties on the various committees of Council held by Mr, Wilson; these
<br />being, Chairman of the Finance & Budget Committee, member of the Streets,
<br />Sewers, Sidewalks and Ditches Committee, as well as Legislation and Muni-
<br />cipal Properties Committees. Mr. Kramer, in Mr, Christman's absence is to
<br />accept the assignment and notify Mr. Christman,
<br />The Director also recommended the purchase of three new busses for the
<br />Bus Line, as it has come to a point where parts are not available for some
<br />of the older ones. The Transportation Committee is to take this under
<br />consideration. He also stated Council Committee should negotiate a fran-
<br />chise with Fairview Park.
<br />The Safety Director reported the Building Department issued 12 permits
<br />during the month of November, with a total valuation of $93,180.00. He
<br />also reported activities of the Dog Warden for the month of November, with
<br />a total of 54 complaints, and the Police Department activities for the
<br />month of November, with 204 total. calls, 88 traffic citations, of which
<br />7 were issued to trucks for speed.
<br />Tlie Safety Director reported he had received a letter addressed to the
<br />former Safety Director requesting an increase in the rates for part-time
<br />men who work nights in the Fire Department.
<br />The Safety Director also read a communication from the International
<br />Association of Fire Fighters, in which members are requesting a 10/ increase
<br />in salary, 56 hour work week, a change in logevity pay, and three weeks
<br />vacation after 10 years, to become effective January 1, 1960.
<br />The Safety Director also reported relative to films taken of the Chicago
<br />School Fire which he had seen at the Fairview Park City Hall, entitled,
<br />"Why". A Newsreel cameraman was assigned to the Chicago Fire Department
<br />to live with them and take pictures and how they operate in Chicago, On
<br />his first day of the assignment, this particular fire occured and the
<br />pictures were taken. Children were dead before the arrival of equipment,
<br />which was 12 minutes after the fire was discover d. Along those lines,
<br />he and the Mayor discussed this situation and-with the Fire Chief,
<br />Police Chief, to determine the needs in the departments.
<br />Also, as a duty of the Safety Director to look after the safety of the
<br />residents, he recommended Council enact a resolution, without benefit of
<br />petition, for sidewalks for Canterbury Road, both sides, as soon as possible.
<br />This request was prompted because of the recent hit«-skip tragedy, and
<br />because of the fact that owners of property on Canterbury are not residents
<br />and unable to sign the numerous petition+~ which had been circulated for
<br />this action previously. Residents of Canterbury Road appeared before
<br />Council, to also appeal for immediate action.
<br />It was moved by Mr. MacDonald, seconded by Mr. Hixson, the Solicitor be
<br />directed to prepare the necessary legislation to enable the installation
<br />of sidewalks on Canterbury Road, both sides, frog Lorain Road to the North
<br />City Limits, on a five year program assessment, "Yeas" Hinkel, Hixson,
<br />Kramer, Lynch, MacDonald, O'PJeil_1.
<br />The Solicitor advised that if done by councilmatic action, it is necessary
<br />to appropriate 2% in the City Budget.
<br />A communication was read from the Advance Paving Company, thanking us for
<br />the release of the $16,000.00 of McKenzie Park Development bond; however,
<br />an amount of $6,039,15 is still due them. We still have on deposit $4,000,00.
<br />The Engineer is to make a final inspection before releasing any more, and
<br />inspection and engineering fees are to be paid out of the balance of the
<br />amount held, The matter was turned over to the ngineer.
<br />Communications were read from the Cleveland Trust Company, Society National.
<br />Bank, and National City Bank, making application for depository for the
<br />City of North Olr~ted for active funds for a period of two years.
