<br />Resolution No. 2943 was introduced by Mr. Hixson. A resolution authorizing
<br />substitution of securities. It was moved by Mr. Hixson, seconded by Mr.
<br />Kramer, that the statutory rule be suspended and the resolution be read
<br />immediately the second and third times and put on its passage and the
<br />affirmative vote on said motion was as follows: Hinkel, Hixson, Kramer,
<br />Lynch, MacDonald, O'Neill. Thereupon, the resolution was read the second

<br />the improvement of Lorain Road as in accordance with the plans and specifica-
<br />tions submitted for the proposed improvement of Lorain Road by the State of
<br />Ohio Department of Highways, and declaring an emergency. It was moved by
<br />Mr, Hixson, seconded by Mrs. Lynch! that the statutory rule be suspended and

<br />fire and theft, collission, property damage and all necessary insurance on
<br />its motor vehicles and other equipment for a period of three years. It
