iIINUTr;S OF AID ADJOURI~r~D T~IEETIiTG Ur THE <br />CUUTdCIL OF `I'HE CITY OF ~10i~.TH OL~S'TED, OHIO <br />ocTO~~;R 13, 1959 - ~ :1o P.:I. <br />This meeting was called for the purpose of passing legislation <br />accepting the Federal Grant and to discuss the necessary action to <br />expedite the publicity of the sewer program. <br />Present were Paul J. Gareau, T°Iayor; Ralph A. Hazelton, President <br />of Council; Evelyn Kinkel, Eddie I-iixson, William H. Kramer, <br />'~Ia.ry Alice Lynch, Bruce ?~d. T~~acDonald, Francis J. U' Neill, and <br />James T. Wilson. <br />Also present were Lloyd E. F3arnes, Service Director; Alex Kanareff, <br />Engineer; C. J. Oviatt, Solicitor; and Eleanor Ruple, De;buty Clerk. <br />Absent were Thomas J. Raleigh, Safety Director; Alice Dobbins Rhine, <br />`Treasurer. <br />Resolution I~~o. 2929 was introduced by T~Ir. ,~dilson. A Resolution <br />accepting the terms and conditions of the .Federal Grant to the City <br />of TJorth Olmsted for assistance in the construction of a sanitary <br />sewage treatment plant and sewerage lines in said City, and declaring <br />an emergency. It was moved by Tv~r. Wilson, seconded by TT`7rrs. Ilinkel, <br />that the statutor,~ rule be suspended and the resolution be read <br />iinmedi~.tely the second and third. times and put on its passage. <br />The affirmative vote on said motion was as follows: Hinkel, Hixson, <br />Kramer, Lynch, MacDonald, O'Neill, Wilson. Thereupon the resolution <br />was read the second and third times and put upon its passage and <br />the affirmative vote thereon was as follows: I-iinkel, tTixson, Kramer, <br />Lynch, T~IacDonald, O'Neill, Wilson. <br />T~iayor Gareau presented changes given him from Hayden 2i.ller concerning <br />the financing Plan. <br />Discussion ensued relative to adopting the financial plan and it <br />was decided as we are not obligated by law to accept the plan as a <br />whole, to take action step by step as it becomes necessary.. Consensus <br />of opion, of the three plans o:e action presented, that ~benifits <br />derived, would be the most practical plan, with the appointment of <br />an assessing board. <br />Exhibit E. of the Financing Plan is to be presented to the people <br />along with afoot note statin; that the cost of connecting directly <br />into the laterals is not included. <br />Ralph. Hazelton, '3ruce 'IaDonald and James ulilson are to meet with <br />the Citizens CSroup and any other interested groups along with a <br />reporter from the 'r3era.ld October 15, 1959, at 7:30 I~.`i'f., at the <br />City Hall to explain this plan. to them and answer any questions <br />they have concerning the matter. <br />The meeting adjourned to the call of the clerk at 10:20 P.II. <br />'` <br />r`~ <br />// <br />Eleanor Ruple, Clerk of Council Ralph a Hazleton, Pres' ent of <br />Council <br />
