Any revenue from Parkview <br />will reduce the cost in the overal_1 service. <br />Recommendations as to the of assessing, either on benefits or area, <br />should be determined by the Taxing Board of the City of North Olmsted, <br />consisting of a three-man committee to be appointed by the Council. <br />To comply with the January 1st deadline, it is recommended that the City <br />go ahead immediately and sell notes by December 1st on the general obliga- <br />tion a.nd special assessment bonds, picking up the notes after one year. <br />This must also be advertised three times. It is advisable to go ahead <br />with the assessments and issue notes before the assessments are actually <br />bringing in revenue. <br />Mr. Kuhn stated that by October 2nd, the Board should form a definite <br />policy of the financing program. He also must have authorization to <br />proceed with the printing of approximately 150 sets of the plans and <br />specifications for the treatment plant by October 7th. This will also <br />give him authority to get the legal ad prepared for publication not <br />later than November 5th, f~ the opening of bids on December 3rd, to be <br />tabulated and submitted to the State for discussion with prospective <br />bidders, letting the contract December 30th or 31st. This action must <br />be taken to accept the bids because of the Federal grant. It is also <br />necessary to give authority to the Service Director to advertise for <br />bids on this acme basis. <br />For bonds to be sold by the middle of December, the Fiscal Agents must <br />have information two weeks prior to December 1st, A schedule of financing <br />must be set to protect the $250:000.00 grant. Once the city is started, <br />the rest of the program will continue. More customers - more revenue <br />bonds, and with more customers, there is reasonable assurance of increasing <br />revenue of approximately $3000,000.00 per year. The community will grow <br />faster within the next ten years. <br />It was also recommended by Mr, Gates, the $205,000.00 assessment which <br />has been certified by the County Auditor's office for theplans and <br />specifications be assessed immediately. The average assessment would <br />be very nominal, a.nd would probably be paid in cash by the property <br />owners. <br />The Shopping Center area will bring in more than tb.e necessary funds <br />for further development and it would also service the light industrial <br />area throu.~h the Brookpark trunk line. <br />Future moneys will be raised by additional revenue bonds, and laterals <br />paid by special assessments, <br />A financing plan will be submitted by Hayden-Miller, in writing, by <br />October 6th., and it is imperative some decision be made by October 15th. <br />The estimate on the printing of plans and specifications for the treatment <br />plant would amount to approximately $2,500 to $3,500, plus mailing. However, <br />it was recommended $5,000.00 be set up for the printing, advertising, and <br />mailing of same to the proposed bidders. The Solicitor is to contact <br />Squire, Sanders and Dempsey relative to these funds. <br />It was moved by T~Tr. y~lilson, seconded by Mr. MacDonald, the Solicitor <br />be authorized to seek the assistance of Squire Sanders and Dempsey and <br />to proceed to I,repare the necessary legislation to enter ir_to such a <br />contract. Kuhn stated he would have t;he plans for the treatment plant delivered <br />to Columbus to the Public Health Service Department, which in turn will <br />be sent to Chicago. <br />It was moved by Mr. MacDonald, seconded by Mre Lynch, the Solicitor be <br />directed to prepare the necessary legislation to authorize Floyd Browne <br />and Associates to print 150 copies of the plans and specifications for <br />bidding purposes on the treatment plant only, ''Yeas" Hinkel, Hixson, <br />Lynch, MacDonald, Wilson. <br />
