<br />The Clerk reported an affidavs.t had been received from Lou Wallner,
<br />Ambour Drive, Subdivisions No. 1 and 2, stating all bills have been
<br />paid and there were no liens, which was issued for the anticipated
<br />release of their bond.
<br />The Clerk read a communication from the Tdorth Olmsted l'lannin~; Commission
<br />relative to rezoning o_f property located at 25~~59 Lorain Road, for use
<br />as a Yowling alley. The matter was referred to the ?Mats Committee for
<br />further study. The '~ayor stated this :particular parcel carne u.p for
<br />rezoning based upon its merits, and is located in the center of what
<br />is now zoned _f_or rmzltiple dwellings. Any change at this time would be
<br />considered snot zoning, although it is the contention of the Planning
<br />dommission that ultimately a good portion of Lorain Road would be zoned
<br />for business in the future, as the City z;rew.
<br />A petition containing the signatures of 289 residents of P1ortY~ Olmsted
<br />was presented, expressing concern over the inadequacy of the number
<br />of Policemen on our force. The matter was referred to the Safetj, Committee
<br />and Finance Committee for cons:i_deration.
<br />i"Yr. Wilson, Chairman of the Finance Cor~unittee reported a meeting was held
<br />on August 3rd, and discussed the probability- of additional policemen a.nd
<br />firemen, and after analyzing expenditures for the first six months of
<br />1959, and availa:~~le funds, it was unanimously recommended that one (1)
<br />Policeman and One (1) Fireman be added as of September lst. Also discussed
<br />was the request for a 425.00 per month increase in salar~r for the ~oliciter's
<br />Secretary, which zras also approved unanimously.
<br />n7r. Ryba, ~~rs. Lavelle, and :~~Ir. Stalley appeared be~'ore Council to request
<br />further information relative to the petition and the placing of additional
<br />policemen and firemen.
<br />h1r. Bernadine, Martin D~~~ive, appeared before Council inquirinf re-lati.ve
<br />to the condition of the ditch in that area, which has caused flooding:
<br />of properties, a.s to whether or not ~_t would be closed in. The En~;i_neer
<br />stated the ditch would not be covered; that that particular ditch has
<br />been lowered and increased; that the developer of Do~~glas Drive will
<br />clean out the ditch and lotitrer it :For 1~2 mile at his own expense, to take
<br />the .flow into ~-Westlake. All improvements would Ye completed. into a°~;~estlake
<br />before the subdivision s accepted b~T the City.

<br />1~Ii . G7ilson, in lair. 1'ylacDonald' s absence, presented a petition ,~o-r the
<br />paving of th.e undeveloped ;.>ortion of Decker Road to the Engineer for
<br />the checking of signatures. The petition was returned to Zr. ~~,;;ilson.
<br />11^he matter of the case of °Irs. roelich <~;ainst the Country Club was
<br />investigated and it was deterr~iined the m~':,ter again be referred to
<br />Committee to be -'urther discussed with the Engineer.
<br />l~trr. Wilson also reported the `.ewer Committee did not hear from i~:r. T.'an
<br />Allen, and Council agreed tc have the Service Director proceed with the
<br />forfeiture o° the bond of n'Ionson-Williams to et the road in. A meeting
<br />was held on Saturday, August lst, and +.,he [7a,;-or, ?~trr. 1`~onson, %Tr. ''ixson,
<br />ins. Kanareff and himself were present to discuss the questions as to
<br />whether or. not the base is satisfactory, the grading is proper, the work
<br />done to date is satisfactory, the man-hole covers being of sufficient
<br />weight, and the tilinF~ for use of the last two lots. The Bu6.lding
<br />Commissioner indicated it wou.lr.'._ have to be tiled for approxima.tel~T 500
<br />ft. before permits were issued. Tn view o_" this, it wa.s referred back
<br />to Committee and the Engineer investigate and give a :report of his
<br />findings.
<br />T~.r. ~~da.tson, Sweetbriar Drive, appeared in behalf of the residents on the
<br />street, they concur to have the Engineer make an investigation, and that
<br />they a.re in fa.,~or of Ross nllis proceeding.:,. If the bond were `'orj'E=sited,
<br />the City would have to withstand the difference.
