MINUTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />MAY 6th, 1959 - 8:34 P. M. <br />Due to Primary Election on May 5th, 1959, the regular .meeting of the <br />Council of the City of North Olmsted was held May 6th, 1959. <br />Present were Ralph A. Hazeltoa, President of Council; Evelyn Hinkel, <br />Eddie Hinson, Mary Alice Lynch, Bruce MacDonald, Francis J. O'Neill, <br />and James T. Wilson. <br />Paul J. Garsau, Mayor; C. J. Oviatt, Solicitor; and Alex Kanareff, <br />Engineer were in conference in the Mayor's office. <br />Also present were Lloyd E. Barnes, Service Director and Acting Safety <br />Director, and E. M. Christman, Clerk. <br />Absent: Wm. H. Kramer, and Alice Dobbins, Treasurer. <br />The minutes of the regular meeting of the Council of April 21st were <br />approved as corrected. <br />The minutes of the adjourned meeting of Council of April 28th were <br />approved as read. <br />The Service Director and the Fiscal Agents met with Floyd Browne and <br />Associates in Marion, Ohio, for the purpose of informing the fiscal <br />agents of the progress of the sewer program. A breakdown of the costs <br />will be forthcoming. Also, the plans and specifications for Zones 1, <br />2, and 3, and been delivered to Mr. Knox, the Engineer in Columbus, <br />for the State's perusal and approval. <br />The Service Director advised a survey regarding a drainage problem <br />in the rear yards of homes in the vicinity of 5061 Columbia Road had <br />been made by the Engineer and he advised this was a private matter and <br />in no way affected public property. He recommended construction by the <br />owners of the properties involved to install drain the to Columbia <br />Road, or petition Council for a ditch improvement, whereby the property <br />owners would grant permission to the City to enter upon the premises <br />to excavate a main North-South ditch from t4astick Road to Brookpark <br />Road, and assess the cost of the improvement to the benefited properties. <br />The estimated cost for ~e construction of a new jail, as part of the <br />Police Station, and the construction of a service garage in the park <br />were referred to the Finance and Municipal Properties Committees for <br />study. It was recommended that $35,000.00 in councilmatic bonds be <br />issued. Estimate of costs attached - per correction Mr. Wilson. <br />The Director reported activities of the Dog Warden, Police Department, <br />and Fire Departments for the month of April, and read several letters <br />of commendation of the members in the departments for their prompt <br />action and assistance. <br />The Building Commissioner reported 40 permits had been issued for the <br />month of April, with a total valuation of X258,?45.00. <br />A communication from the County Auditor's Office was read, in which they <br />requested all assessments be certified by Municipal authorities by the <br />second Monday in September, 1959• <br />The Engineer advised a new petition with legal description for Twin <br />Circle Drive curbing has been turned over to Mr. Wilson. <br />Mr. Wilson advised Saturday, .1`uxle- 6th, has been scheduled as "All <br />Scouts Day" for the City of North Olmsted. A definite program will <br />be worked out as last year, and further bulletins will be forthcoming. <br />Mrs. Lynch reported street lamps were installed on Evelyn Drive, Eleanor <br />Drive, Broxbourne, and Wellesley Avenue. <br />
