FEBRIIARY 17, 1959 - - PAGE 2 <br />The Solicitor advised that prior to contacting the State, in connection <br />with the permit for a a~,nitary~sewer dine requested by Suburbanite Homes, <br />Inc., he had written to the Park Board but, as yet, had not received a reply. <br />He stated that he had spoken to Attorney Walter Kelly and he advised Council <br />accordingly. A discussion ensued as to the advisability of granting the <br />permit and the complications that might arise in getting them into the <br />sewer program later. The President of Council advised that the situation <br />would be covered later in the meeting by the report of the Streets, Sewers, <br />Ditches and Sidewalks Committee. <br />Relative to the statement submitted by Mr. Newport, Mr. Wilson advised that <br />the matter was discussed briefly at the Finance Committee meeting but that <br />no commitment had been made and it was suggested that the matter be referred <br />to the Service Director. The Street Commissioner reported that the sewer <br />was cleaned about one year ago and since that time children have thrown <br />wires and boards into the catch basins; consequently, when leaves fall into <br />the open ditches, blocking results. A complete report of the situation is <br />to be prepared by the Service Director. <br />Mr. Wilson advised that the residents of Eleanor & Evelyn Drives are satis- <br />fied with the temporary road constructed by M. P. Platters & Son, Inc. In <br />connection with the petition submitted, Mr. Wilson stated that the residents <br />have a legitimate and justifiable complaint. <br />Mr. Puzzitello advised Council that he had applied for building permits one <br />month ago. He stated that a review of the plans will reveal that the <br />homes he intends to erect are basically the same as those already on Evelyn <br />Drive; and, further, at the time he purchased the lots from Mr. Bundas, no <br />stipulation was made as to what type of homes he could build. <br />Mr. John Bever, representing Mr. Bundas, and a resident of the existing <br />development also addressed Council to express their views relative to the <br />petition under consideration. Mr. Wilson then requested that prior to the <br />Solicitorts report to Council, the ban on permits remain in effect and, <br />further, that the petition be filed with the Board of Building Code Appeals. <br />Mr. Wilson reported that there had been a meeting of the Finance Committee <br />and the following recommendations were made: <br />1. The compensation of Eleanor Powell be changed from an hourly rate <br />to a salary of X3,800 per year. The increase in the salary of the Solicitors <br />secretary is not recommended at this time. <br />2. The salary of the Service Director be changed from $3,000 per year <br />to $4,500. He advised Mr. Kramer had recommended x,000; however, the <br />majority recommended $4,500. <br />3. Some additions and corrections have been made in the budget and <br />it was recommended that the budget, as set up, be acted on as an emergency <br />measure. <br />Mr. O~Neill advised that the Agricultural Committee of the Kiwanis had of- <br />fered their services in connection with any tree planting planned by the City. <br />The President of Council called attention to the fact that the program had <br />been discussed previously and it was decided that it would be withheld until <br />the sewer program. Mr. MacDonald advised that on some streets decisions <br />could be made right now as to where the trees could be planted. <br />Mrs. Lynch, IItilities Committee, advised that a street lamp was installed on <br />January 26th at Brookpark & Lorain Roads. <br />Mr. MacDonald, Streets, Sidewalks, Ditches & Sesers Committee, advised that <br />a meeting had been held on February 10th and representatives of Floyd Browne, <br />Mayor Gareau, the Service Director, City Engineer and a few other interested <br />gentlemen had been in attendance, together with committee members. Zone 2, <br />located in the northwest and northern part of the City was reviewed and there <br />were only 2 or 3 minor corrections. He advised that the overall picture of <br />Zone 2 was considerably better than Zone 1 and that actually only three streets <br />would really be dissected. Zone 3 is to be reviewed on Tuesday, February 24th. <br />Mr. Hixson then stated that it appeared to him the procedure being followed in <br />connection with the sewer plans is incorrect, as the SSD&S Committee should <br />really operate in a legislative capacity and not an administrative manner. <br />He is of the opinion that actually the reports and plena should be submitted <br />to the Service Director for review with the Engineer, then to Committee and <br />then to Council. <br />2 <br />
