<br />Tree first thing I want tto do is to nlear up the erroneous impx•esuion
<br />that ha,s gotten around. Namely, that the Board of Education is responsible
<br />for this side~•alk program undertaken by Council. Such is emphatica]_]y
<br />not the case.
<br />The Board of Education is interested in sidewalks on five streets oily in
<br />the city namely, Fitch, iAlalter, Lessner, N. Porter and Dover Roads.
<br />Inasmuch as this program. we have had under consideration embraces the
<br />entire City of North Olmsted, with the exception of that part of the
<br />city knokm as -"Garden City-'~ i do not see how the Loard of Educata..on
<br />could be considered a,s bea.ng responsible.
<br />TrJher this council undertook this program we 'ozew just what the School
<br />Board wanted. But we felt that far the reasons which.. I wi:~l explain
<br />that perhaps now would be a logical. time to install sidewalks not Orly
<br />on the five streets mertioned, but also to go a lot farther.
<br />The first reason is that tFiis Council felt that from the standpoint of
<br />safety and convenience, sidewalks were a necessity.
<br />SecondlyR as you al]. know.., we are having a sewer survey made and it is
<br />only a matter of a couple of Nears until we have sanitary sewers in
<br />this city. At least in part.
<br />Counca.l fe]_t that if sidewalks were installed naVr and the taxpayers could
<br />get a couple of years paid off on the sidewG.].ks, the financial burster.

<br />Third, that is a matter of civic pride. p~Te have some beautiful residential
<br />streE~ts in the city and vexv~ few of them have sidewalks. Here we are, a
<br />Cl.tjr of between 12 and l~ thousand people, who, due to the lack of side-
<br />walks have to walk in the streets. This is defirately a safety hazard.

<br />sidewalks on four streets. Name],y Pitch Road, Root Road, udhitethorn Ave.
<br />and Stearns i~toad. According tc our law director this action precl5~des the
<br />possibilitu> of any ,A;ropert~ owner ors these streets instal.lirg their o~.m
<br />sidewalks.
<br />Inasmuch as there had been no great amount of publicity regarding s~dewa.,ks
<br />although it was in the r airvie~a Herald that ;~ae were going, to install.
<br />,~,~, sidewalks, these people on these streets were denied the r~_ght of
<br />installing their oT,rrrn ~awlks.
<br />As the program progressed the publicity beca~ne much greater. Al se tie
<br />opposition.
<br />The residents of T~IcKer_zie Road knew that that street was coming up for
<br />action and before Council could act or. it, at ]..east 2l.~ residents of that
<br />street took out permits to install tk:eir o~~r: t-.xalks.
<br />Now, there are three culverts to widen, and trees to be removed on tha_s
<br />street. Gu`hen a property owner installs his owr. walk he pays only for
<br />that portion. Leaving tho cyst of culvert ~,~.;.der~ing and. tree x•e.~ova] to
<br />those people who do ..>ot i nsta~.~l their own walks. This is eminently urfa~i r
<br />and. there are other streets in the city that have th.e same cund::.t~_a~^,
<br />namely, culvert wide~a.ng anct true re~ov.~.1.
