<br />A letter dat.ed March 6, 1964 fram Mx°. Joseph D. Walker, Rosita Lane was read, together
<br />wzth enclcsures. T'he sub?ect matter was flooding of his basement and backing up of
<br />the sewers during the heavy rains ,:f March 4, 1964, Mr, Walker was present at Council
<br />meeting and asked whether it was within th2 authorf.ty of Council to set up specifi-
<br />cations for the sump pump e.apar_°.ity in his area, and whether Council could legislate
<br />that these pumps have acertain capaci.ty and be inspected to see that they are main-
<br />tained, since it was his understanding that if even two of the thirty-some Homes on
<br />Rosita Lane have a sump pump fail.ure, f.looding will result for the others.
<br />It was pofnted out that iegirlat.-icn as to sump pump capacity could nof be made
<br />retroaetzve. There is reason to believe that the new smoke machine will help pin-
