<br />sewers, and declaring an emergency. Mr. Caster moved that the rule requixing

<br />' tion 'of the,,members of Couneil of 'the Cit;y to be elected, and declaring an emergeney.
<br />Mr, West moved for suspension of'the ru2e requiring three separate readings of t.he-
<br />ordinance, seconded by Mr, Caster, Vote -thereon was affirmative: Caster, Foltz,
<br />Hodgins, Mangani, West; opposed, Leonard, Limpert. The ordinance was therefor-e
<br />put on first reading because the affirm:ative vote l.acked the necessary majority
<br />for suspension of the rules.
