<br />MINUTES OF SPECIAL MEETING OF THE COUNCIL
<br />THE CITY OF NORTH OLMSTED, OHIO
<br />December 21, 1964
<br />8:17 P.M.
<br />The special meeting was called to order by the President, and roll was called,
<br />Present: Mayor Ralph E. Christman; President Francis J. 0'NeiIl; Henry Caster;
<br />Jack Foltz; Virginia Hodgins; James Leonard; Dewey Limpert; A. L. Mangani; John
<br />West,
<br />Also present: J. Bruce Kitchen, Law Director; W. L. Gerlach, Finance Director;
<br />Del Limpert, Safety-Service Director; Richard Labas, City Engineer; Margaret
<br />,West, Clerk,
<br />Council was polled by the President, and each councilman acknowledged that he
<br />had been notified twenty-four hours in advance of the special meeting, in addi-
<br />tion being notified verbally at the last regular meeting of CouricTl.
<br />President 0':Neill requested that Council include on the agenda for tonight the
<br />passing of resolutions commending the achievements of ten boys who are receiving
<br />Eagle Scout awards during the next few days. "Yeas" Caster, Foltz, Hodgins,
<br />Leonard, Limpert, Mangani, West,
<br />Ordinance No. 64-332 was introduced by Mr, Foltz, An Ordinance amending Ordinance
<br />No. 64-238, enacted October 6, 1964 amending Ordinance No. 64-23, enacted January
<br />24, 1964, (Codified Ordinances of the City of North Olmsted, Title Five,
<br />Chapter 1321, Section 1321.01) entitled: "An Ordinance amending Codified
<br />Ordinance No, 1321.01 specifying general building €ees and governing contractor
<br />registration", and declaring an emergency, Mr. Foltz then moved for suspension
<br />of the rule requiring three separate readings of the ordinance. Motion was
<br />seconded by Mr, Limpert. Affirmative vote thereon was Caster, Foltz, Hodgins,
<br />Leonard, Limpert, Mangani, West, Mr. Foltz then moved for suspension of the
<br />rule requiring the reading of the ordinance in f ull, seconded by Mr. Limpert,
<br />Affirmative vote thereon was Caster, Foltz, Hodgins, Leonard, Limpert, Mangani,
<br />West, Mr, Foltz then moved for adoption of the ordinance, seconded by Mr. LimPert.

<br />West.
<br />Mr, Gerlach stated that bids had been asked for and received for $1,300,000 in
<br />notes in anticipation of the issuance of bonds for paying the city's portion of
<br />the cost of extending the municipal sewerage system in Area 3. National City
<br />Bank, Cleveland Trust and Society National bid, National City was low bidder
<br />with 2,20. The other two banks bid 2,25,
<br />Mr. Mangani made a motion that the Finance Director be requested to deliver
<br />his certificate showing the estimated life of the property and improvements
<br />connected with the Area 3 sewerage system. Motion was seconded by Mr, Caster,

<br />Ordinance No, 64-333 was introduced by Mr, West, To proviiie for an issue of
<br />$1,300,000 principal amount of notes in antieipation of the issuance of bonds
<br />for the purpose of paying the City's portion of the cost of extending the
<br />municipal sewerage system in Area 3 of the City, and declaring an emergency ,
