<br />Ordfnance No. 66-296 was introduced by Mr. Caster. An Ordinance authoriziny
<br />the fssuance of bonds by the City of North Olmsted, in anticipation of the
<br />caliection of special assessments for the purpose of constructing sidewalks on
<br />Columbia Road and certain other streets, and declaring an emergency. Mr. Caster
<br />moved for suspension of the rule requiring three separate readings, seconded by
<br />Mr. Mangani. Affirmative vote was Caster, Eian, Foitz, Hodgins, Limpert,
<br />Mangani. Mr. Caster then moved for adoption, seconded by Mr. Mangani. Affirma-
<br />tive vote was Caster, Eian, Foltz, Hodgins, Limpert, Mangani.
<br />Mr. Mangani requested that the Law Department study a situation which has arisen
<br />with the recording of a plat of the Howard Link Subdivision on Southern Avenue.
<br />This plat was approved by the Board of Zoning Appeals at their meeting of July
<br />7, 1965, when they were presented with a request to divide a parcel into three
<br />60-foot lots rather than two 90-foot lots. The property in question was part
<br />of the oriqinal Southern Avenue Subdivision which Council approved in Ordinance
<br />64-331. Council has never approved a change, and the Law Director was requested
<br />to rule.
<br />Mr. Limpert asked the Cierk to note in the minutes that the Finance Committee
<br />held a meeting on October Ilth to continue their study of pay rates, etc.
<br />The Assistant Law Director was requested to check on the status af the bus
<br />contract with the City of Fairview Park.
<br />Mrs. Hodgins requested that legislation be prepared authorizing the Mayor't-a
<br />apply for a Federal grant for a solid waste disposal investigation, to be drawn
<br />as emergency legislation.
<br />Mrs. Hodglns reported on her trip to Columbus to attend the public hearing on
<br />the application for a D-3 liquor permit by Philip Engoglia and Frank Nardi.*'
<br />The Judge is studying the matter and probably no ruling will be given until
<br />after the first of the year, slnce no permits are being issued during that
<br />time.
<br />Mr. Mangani moved that a thirty-day extension be g ranted to the Planning Commis-
<br />sion for further study of the Lorain Mutual Investment situation. Motion was
