<br />Mr. Foltz moved for suspension of the rule requiring three readings, sec-

<br />Ordinance No. 67-291 was introduced by Mr. West and put an first reading.
<br />An Ordinance amending Ordinance No. 66-319 enacted December 16, 1966, which
<br />amended Ordinance No. 65-235, enacted October 5, 1965, entitled "An Ordin-
<br />ance amending Chapter 139, Chapter 139.02 of the North Oemsted Codified
<br />Ordinances entitled "Composition and Classification" arad declaring an
<br />emergency" and declareng an emergency.

<br />Under old business, John West commented that we nced to correct a situatiora.
<br />Individuat houses are being built where they are not be6ng asked to put in
<br />sidewalks. A dascussion on this situation followed, alsa as to whether
<br />these houses are actually a part of a sub-diviswan, h!r. Mangane feels
<br />that the mere fact that it is a sub-lot makes it a part of s sub-divfision.
<br />City Engineer Dutton feels this situation does requere legislateon. h1r.
