Committee rejeeted crae claim; <br />also feels one partq does have a clsim to an ovsrcharge due to the feet <br />that it was through faultp carmecticns thst this overchairge came about. <br />Finance Director Gerlach irill diseuss this matter further with the <br />Finance Committee regarding payment of overcharge. <br />Mr. Speedling, Chairman EnvironmeataI Cantrol CommitCee, reported th3s <br />Committee met on May 3rd. Twv majas items Were discussed: 1) re - <br />"Scavenger Ordinance" enacted by Fairview Park City C6un.cii. Mare time <br />is needed to studp this ordinance and is being held in Committee for <br />additional investfgatian. <br />2) re - Solid Waste Disposal. Comfttee is deeply coacerned with all <br />aspects of environmental control and agree that one of the biggest <br />problems we face ie that of Qolid waste disposal. Committee feels that <br />the eveutual solution to this problem will be recycling or reclamati.on <br />of waste uaterials. Mariq Ynethod,a of recyc].ing have been studied ia the <br />past 18 - 24 months. All of them were fouttd to he too costlq for North <br />Olmsted to operate independently; further, none of thea have really been <br />proJen succeasful. Iiawever, there is oae way we can and should move naw; <br />to reduce the amount of solid waste that is being buried in land fills. <br />This Cvmpiittee is recommending that the Service Director eatablish a <br />"test area" in the Cfty. When tiie area has been se].ected, the resideats <br />in the test area to be notified that beginning on a certain date, they <br />will he asked to coogerate with the City by separating their rubbish in <br />the following way: <br />All G1ass to be rinsed aad kept in a segarate cantainer; <br />AI1 Cans to be atripped of l.abels - rinsed - both ends removed <br />and the can flatteaed snd kept in ssp8rate container; <br />Newspapers and magazines to be kept separate and bundled for *e.i.ectian. <br />A1.1 af these materials wi11 be collected and takea to various facil.f.tias <br />for recl8m?ation. This will reduce conaidersbly the remaining amounts of <br />rubbish ta be taken to the land filt. During the trial period, hope to <br />determiae two facts: (a) additioaal cost to the City of separate collec- <br />tions, and (b) williYtgness of citi$ens to cooperate in order to find a <br />workable solution to the soiid waste groblem. <br />Mr. West, Chairmsa Transportation Committee and Building, Zoning & <br />Developm+eat Committee reported the £oilowing: 1) Traaspctrtstion Committee <br />met on April 26th, with ali members present and most of Covacil. Heard <br />report from 'Mr. Jackman, Traffic Consultant, and discuesed proposed <br />revamping of all of the signals on Lorain Rparl and Brookpark Road. The <br />timing and updating of aignals on Lorain Road comes uader State Issue #i, <br />a band issue voted by the people of tlze State of which wa recefwc apprc?x3.- <br />matelq $114,000. Brookpark Road would be done under the $5. 13c.euse fee. <br />Committee agreed W3th recom?rendatitns sted there are twn pieces cf legis- <br />lation on agenda thfs euening to cover the go ahead of this revampiag, <br />starting off with a formal and detailed study of the needs, etc. <br />2) Citizens Committee on Lamd Use hold regular meeting; also, three of
