Plans have been out for bids, bids have been receivsd, ased he <br />feels at this point to try to revisa these plaas and go for a Iesser <br />facility will only add to the cast cf at?y new facility that would be <br />gone after. Engfneering repart aCates that ia 19$0 we are going to <br />reach the capacity of 6 million gallon plant. Regardiag Yarkviea and <br />Texwnship agreements: we do have a cemtract with CaunCy Sanitary <br />Engineer and period of time is 25 years, as is Parkvi+aw cor?tract. Both <br />of these contracts will have to be renegotiated to re£lect the increased <br />facilities and the incre$se<i treatment their $ewerage will be roce3ving <br />at our plant. Cost of expaasion and cost of added treatment will have <br />to be reflected in the charges to both of theae communities. 13oes not <br />feel the communiCies can back out of this; it ia a questian of negotiation <br />of the new chaxges to them. Mapor Christman feels the cost of operating <br />and maintenauce sad thier port3an o# use of the £acility shauld be re- <br />flected in the rate, and should conntinue a lOX surcharge. Diseussion continued beLween Mayor Ctiristmaa <br />and Mr. West as to arbitratian p=ovisions of contracts; canditiozis of <br />which federal grant was received; interception sewers - existing treat- <br />ment facilities, etc. <br />Mr. West recapped that the plsnt right now is 3 millian; the plant 3.s <br />running over 3 million - 3.6 wi.11ion an regular baais aad going up; so <br />that in projectian, in 1980 - 9 years fram aaw - you have to expand it <br />again. If we had done thfs last year, one peax earlier, we cou3d have <br />prabablq saved $1,000,040. because we wau.td rtaC have had the extra <br />conditioas of Federal and State Gt>v+ernment and building costs weze Mot <br />as high as they are naw. tde can looic forward to the same thing i.f we <br />delay this another year. Federal and State GovernmenC are costiuuatlly <br />changing and making more strin$ent conditicns on plants anci pollutioci <br />in general. It is going to cost us mare money - it hras everq year and <br />whp should it stop naw. It was brought ouC that the difference between <br />6 million and 9 million is agproximately $1,000,000. <br />Mr. D. DeChamp, Alexander Road, asked if there was a time limf t oa the <br />use of this State and Federal money - do we have to casmit ourselves <br />tonight in order to abtain it. <br />Mayor Christm8n stated in 1970 we were ordered to start c+anstruction <br />on the plant and we have moved taward this end. Ccratraets have beeu <br />bid and are ready for acceptance. He feels there is a time liait.
