Council Minutes of 3-20-73 --3- <br />Mr. Prokaap, Chairman Streets b Drainage Committee, and Recreation, Public Parks <br />& Building Committee, reported fallowing: <br />1) re Parks S Recreation Cca~rmittee there is legislation on agenda tonight <br />authorizing the Mayor to enter into an e~+loyxent contract with Rostex b <br />Associates for fessibilit7r stv+d~r of construction of. a municipal swung pool <br />and ice skating rink indoor. Stwdy will cover many areas but two major items <br />will be a) what location, why and where in their recomraendatioas that will be <br />considered, and b} what the ine~das aM+d expense would be on the operation over <br />a period of tie:e. Hopefully it mf.g~tt be ha~lled in such a way that it would <br />be either completely or at least almost self sustaining. <br />Re -Streets & Drainage Co~aittee, Mr. Prok,asy reported there is a Ccm~it-tee <br />Meeting scheduled for Tuesday, March 27, 1973, at 8:00 P.M., Citq Hall. Notice <br />has been sent to Committee, Service Director Caster, Public Works Coawissorter <br />Weldon and City Engiear Karhan. Specific items Cc~mittee is interested in <br />discussing are street resurfacing program for Summer and sidewalk i~tallations. <br />2) As Chairman of Streets & Drainage CorNetittae, Mr. Prokasy cotaeetuled the <br />Service Crew for outs tending job perf'oreied over past weekend under very difficult <br />conditions. <br />People Addressing Council: <br />Mr. Donald Pagers, attorney representing proponents of Barclay Square Project <br />at West 231 St. and Lorain Rd. presented to Council a 5 page letter r~awing <br />events which have occurred coz-ceerni~tg the Barclay Square Project and the <br />position of the proponents of the Project. Mr. Pavers quoted sections of <br />the City Charter, and sections of City Zoning Code, stating an application for <br />a building permit will be made ~ the day following March 21, 1973. <br />Mr. Prokasy commented that Mr. Powers representing the developer ~y not have <br />to concern himself with the sanitary sewage backing up in resident's basements <br />in this City but Council must. <br />Mr. Gary Sterling, Representative United Brewers, discussed ban on non xetw~r~afi~s. <br />Mr. Sohn Fairfield, 5059 Devon Drive, addressed Council on brewers paid perscmnel. <br />Mr. Dan Phillips, Manager Rroeger Store at Claque & Lorain Rd. addressed <br />Council regarding effect of non returnables regarding price of beverage, etc. <br />Mr. Mat Mavrolis, 26983 Faixfax Lane, thanked members of Council who had helped <br />him in connection with case study he had done on legislation regarding non <br />returnables and hopes the lesiglation passes. <br />LEGISLATION: <br />Resolution No. 73-7 introduced by Mrs. Saringer was given its third reading. <br />A Resolution urging the Council of the City of Cleveland to pass legislation. <br />that will bring about some control on the use of non returnables or disposa~ile <br />beverage containers for the City of Cleveland. Mrs. Sarinpter coved for adoption <br />of Resolution, seconded by Mr. Limpert. Affirmative vote: B r, Li~ert, <br />Saxinger, 5peedling. Abstain; Proka~sy. 4 Yeas - 1 abstention. Lotion carried. <br />Res. No. 73-7 adopted. <br />Resolution No. 73-14 introduced by Mr. Limpert was given its third reading. <br />A Resolution authorizing the Service Director to advertise for bids for 3540 <br /> <br />
