,Council Minutes of 6-18-74 <br />-3- <br />S) scheduled a B.Z&D. Committee Meeting for June 26, 1974, 8:t?0 P.M., City Hall. <br />_,,~y, <br />Mr. Wilamosky, Chairman Intro Govermas~ttal Relations ~ Legislation Coned.ttee, <br />reported Committee reviewed following: 1) request by Mayor of approval of Kr. <br />William Coming to serve on Civil Service Comnl.ssion -term ending 12/31177. <br />Committee recommends approval. <br />Mr. Wilamosky moved that Council drove the appoint~neeset of 2+Ir. William Coaeing <br />to serve on the Civil Service Conesiasion - terse ending 12/31/77, seeded by Mr. <br />Lampert. Affirmative vase: Giessen, Coggin, Linepert, Beringer, Sharpe, West, <br />Wilamaskp. I~tion carried. <br />2) request by County Engineer to partici~.pate with them in the restoration of <br />Bridge 22 on Cedar Point Rd. Bridge built in 1929 and concrete deck slabs and <br />concrete frame ribs axe in need of restoration. There as no cost to the C1ty <br />for this project -will be paid for by l~tor Vehicle $5. license tax funds. It <br />is recommended that the City entaer into an agreeneszet with the Board of County <br />Co~nissioners for restorative of fridge 22; <br />3) reviewed indigent r~apreeantati+an 3=e Bocky River Municipal Court, and wags <br />it could be improved. Jude Solmss has said he has about 5 to 6 cases a nwnth <br />sad Judge McCrone has about the sane number. He noted all indigent cases that <br />come before his and Judge McCrone's eau=t do not originate in idea City of Wirth <br />Olmsted. Committee is in process of contacting practicing aCtorneys in the City <br />to ask them if they would be willing to donate their tines by rapresaseting persons <br />found to be indigent by the Court. Upon receiving affirmative confirnestvn from <br />those contacted, names will be forwarded to Rocky River Municipal Court and will <br />be further announced to Council; <br />4) have undertaken a review of a request by Council of l~C-elcy River to study the <br />method of fianncing Rocky river Municipal Court. The Court is regulated by <br />State Statute. Mr. Wilaee~aky detailed what is alvwed by State Law. It is the <br />feeling of this Committer that tree Court review 1Es financial status and take <br />whatever action is necessary and permitted under state law to retain its financial <br />stability. <br />Mr. West asked of any consfderas:ien has been given to instead of having two <br />courts in Rocky River -have one in 'fort'h 0]:aisted, which is the biggest City now <br />in this area. Mx. West would like to see whether financially it would be worth- <br />while. Mr. Gateau comssateted the creation of cipal court districts is axe <br />act of the Ohio State Legislature and would require that action. Discussion <br />continued. <br />Mrs. Sharpe, Chairman Fublic Safety, Health ~ Witlfare Cosneittee, reported <br />Comaei.ttee reviewed application for a ,`E?-1 wed D-2 permits for Red Lobatar, Inc. <br />and Committee has no objeetioaeess to these a~lications; <br />2) requested legislation for demolition of Cardinal Federal Savings b Loan <br />block building; <br />3) thanked Clerk for getting Section 23 Sousing books far Council -feels all <br />Members should read book; <br />4) requested Clerk to contact representative of HUD to coarse and talk to Council <br />Members and any other intere®ted re~sadeats of City regarding pr»visis~ of Section <br />23. Feels there are many questions tit have to be anaxered before the City' should <br />go ahead on proposed ha~rng for elderly and does not feel azey Council r or <br />builder is qualified to answer the ~y questions regarding this subject; <br />
