Council Minutes of 1-21-75 <br />-2- <br />Mrs. Saringer, Chairman Environmental Control Committee and Long Range Plaa~ing <br />Committee, reported following: I) subs-itted to Clerk of Couril petiticna with aver <br />80 signatures of people wishing that the City take necessary steps to initiate a <br />more efficient program for leaf pickup sfactlar to leaf pickup of surrounding <br />communities. Mrs. Saringer requested a copy of petition; <br />2) as Service Director reported - did have interviews with consulting engineers <br />yesterday and today and Mre. Sarin~sr was present. After hearing from, the one <br />company the first of February Ca~rittee will meet and discuss what plans will be; <br />3) a Committee feting was held ~ January 16, 1975, to iron out the problems on <br />commercial rubbish pickup. Have now cuss up with a decision and are awaiting a <br />rough draft of the legialatian. <br />Mr. Coggin, Chairman Streets & Drainage Committee, reported Committee met on <br />January 14, 1975, and have begraa to plan scene of the projects which should be <br />considered by the City this year noel include the following: 1) Butternut Ridge <br />drainage and paving - draittaga is very poor and needs attention. After this <br />is completed, should definitely rspave it. The repaving portion will have to be <br />contracted and while it is a major expense Committee feels it is an absolute <br />necessity; <br />2) McKenzie Raad drainage - in dire need in that area as well and this project <br />will be recommended for approval this year; <br />3) 7,`here are quite a few missing sidewalks throughout the City which must be <br />completed and can be found in subdivisions - primarily on lots that have yet to <br />be built an which deters pedestrian traffic in those areas; <br />4) Missing corner walks across tree lawns is quite a problem. Have lists of both <br />missing sidewalks and corner walks and will be submitting same; <br />5) requested toc•pe placed an agend~- for next Finance Committee meeting to bring <br />to the Finance Committee the estimated costs and to ask for quick consideration; <br />6) Also discussed Crystal Springs Beach Club request to use our sewer facilities. <br />About two years ago the Cotmcil was approached by the Club and Council did indicate <br />at that time that we would accept their sewerage. The project they have under con- <br />sideration is a Convention Center in North Ridgeville. To go ahead and permit <br />them the use of our facilities we will be able to derive income on our system until <br />we need those facilities - which we will, in essence, be lending to them ate rate.. <br />When the time comes that we da need these facilities back, we have written a <br />contract which wrill provide us a termination date - which is 1983. The Committee <br />recommends that we endorse this concept very heartily; <br />7) have begun a list of streets that will require resurfacing this Summer and will <br />continue to update that list until the program begins this 5uasaer. <br />Mr. Lampert discussed with. Mr. Coggin the Convention Center project and the <br />possibility of persuading tha+s to come into North Olmsted with the project as we <br />do have the facilities and would w~alcome this type of thing. <br />Mr. Giessen, Chairman Building, Zoning & Development Committee, and Recreation, <br />Public Parka & Buildings Committee, reported the B. Z. S D. Committee met on <br />January 14, 1975, and reviewed foilawing: 1) Columbia Village preliminary plans: <br />Mr. Giessen moved to approve the preliminary plans of Columbia Village Apartments, <br />seconded by Mr. Coggin.
