Council Minutes of 1-21-75 -2- Mrs. Saringer, Chairman Environmental Control Committee and Long Range Plaa~ing Committee, reported following: I) subs-itted to Clerk of Couril petiticna with aver 80 signatures of people wishing that the City take necessary steps to initiate a more efficient program for leaf pickup sfactlar to leaf pickup of surrounding communities. Mrs. Saringer requested a copy of petition; 2) as Service Director reported - did have interviews with consulting engineers yesterday and today and Mre. Sarin~sr was present. After hearing from, the one company the first of February Ca~rittee will meet and discuss what plans will be; 3) a Committee feting was held ~ January 16, 1975, to iron out the problems on commercial rubbish pickup. Have now cuss up with a decision and are awaiting a rough draft of the legialatian. Mr. Coggin, Chairman Streets & Drainage Committee, reported Committee met on January 14, 1975, and have begraa to plan scene of the projects which should be considered by the City this year noel include the following: 1) Butternut Ridge drainage and paving - draittaga is very poor and needs attention. After this is completed, should definitely rspave it. The repaving portion will have to be contracted and while it is a major expense Committee feels it is an absolute necessity; 2) McKenzie Raad drainage - in dire need in that area as well and this project will be recommended for approval this year; 3) 7,`here are quite a few missing sidewalks throughout the City which must be completed and can be found in subdivisions - primarily on lots that have yet to be built an which deters pedestrian traffic in those areas; 4) Missing corner walks across tree lawns is quite a problem. Have lists of both missing sidewalks and corner walks and will be submitting same; 5) requested toc•pe placed an agend~- for next Finance Committee meeting to bring to the Finance Committee the estimated costs and to ask for quick consideration; 6) Also discussed Crystal Springs Beach Club request to use our sewer facilities. About two years ago the Cotmcil was approached by the Club and Council did indicate at that time that we would accept their sewerage. The project they have under con- sideration is a Convention Center in North Ridgeville. To go ahead and permit them the use of our facilities we will be able to derive income on our system until we need those facilities - which we will, in essence, be lending to them ate rate.. When the time comes that we da need these facilities back, we have written a contract which wrill provide us a termination date - which is 1983. The Committee recommends that we endorse this concept very heartily; 7) have begun a list of streets that will require resurfacing this Summer and will continue to update that list until the program begins this 5uasaer. Mr. Lampert discussed with. Mr. Coggin the Convention Center project and the possibility of persuading tha+s to come into North Olmsted with the project as we do have the facilities and would w~alcome this type of thing. Mr. Giessen, Chairman Building, Zoning & Development Committee, and Recreation, Public Parka & Buildings Committee, reported the B. Z. S D. Committee met on January 14, 1975, and reviewed foilawing: 1) Columbia Village preliminary plans: Mr. Giessen moved to approve the preliminary plans of Columbia Village Apartments, seconded by Mr. Coggin.
